Cross-Border E-Commerce Pilot Zone Set

  Recently, Huang Jinchao, deputy of NPC and director of the Standing Committee of the Jinhua People’s Congress, proposed to establish a cross-border e-commerce comprehensive pilot zone in Jinhua when he participated in the deliberation and approval of the government work on behalf of the Zhejiang delegation.

  Huang commented that cross-border e-commerce is an important factor for the allocation of resources worldwide, and it is of great strategic significance for the promotion of cross-border commercial circulation and the improvement of the overall level of openness. With the fastdevelopment of Internet Plus Foreign Trade,small quantity- and multi-batch orders are gradually replacing the traditional large deals. If the facilitation of foreign trade and development of cross-border e-commerce are catalyzed, the Chinese economy can benefit more fromglobalization.

  Located on the Shanghai-Hangzhou-Jinhua Industrial Belt, Jinhua is the node city among the 26 key cities of the Yangtze River Delta, as well as a major part of the Yiwu-Ningbo-Zhoushan Corridor. It boasts a superior geographic location, a developed industry, a big market, and convenient logistics.

  Cross-border e-commerce has witnessed great progress since the implement of the national exporting pilot in 2014. In 2016, the export value of Jinhua's onlinecross-border retail sales reached 18.7 bn RMB, accounting for 58.6% of the total in Zhejiang province and laying a solid foundation for the establishment of a comprehensive pilot zone.

  Huang pointed out that Jinyi Comprehensive Bonded Zone serves as a big platform for the development of cross-border e-commerce in Jinhua, attracting a batch of large companies. Besides, with the operations of the Yiwu-Madrid Yixin'ou Railway, the Yiwu-Ningbo-Zhoushan Corridor, and the International Mail Exchange Bureau, the number of international logistics enterprises has reached 1,200 and the number of employees 210,000, providing support for the development of cross-border logistics. Moreover, industry clusters like automobile and spare parts, hardware, and small commodities have developed rapidly; meanwhile, with 435 types of specialized markets and a yearly gross turnover of 250 bn RMB, the broad marketensures a sufficient supply of goods.

  Huang also revealed that Jinhua is one of the most developed areas for e-commerce development, boasting the most e-commerce industrial parks, the highest density of online domestic trade businessmen, and the second highest density of online foreign trade businessmen. All Jinhua’s counties and county-level cities under its jurisdiction are on the list of the Top 100E-Commerce Counties in China. There is no doubt why Jinhuabecame the first choice to set up a cross-border e-commerce comprehensive pilot zone.

  Therefore, it is necessary to innovate in the areas of small and micro e-commerce, spare the most efforts in expanding exportation, and insist on following the B2B mode. In addition, it's essential to speed up the enterprise conglomeration and take advantage of the “Internet Plus Foreign Trade” mode, so as to become a role model for the development of cross-border e-commerce nationwide.
