On April 1, 2017, the China-South Africa Cultural Exchange Research Center (CSCERC) opening ceremony and the Sino-African Cultural Exchange Strategy Seminar were held at Zhejiang Normal University.

The China-South Africa People-to-People and Cultural Exchange Mechanism (CSPCEM) is the 7th Sino-foreign people-to-people and cultural exchange mechanism since 2000, when the Ministry of Education of the PRC first launched the Sino-foreign PCEM. The China-South Africa PCEM is of great significance in promoting communication and cooperation between the two countries. The Department of International Cooperation and Exchanges (DICE) under the Ministry of Education of the PRC authorized both Zhejiang Normal University and Yunnan Normal University to establish a China-South Africa People-to-People and Cultural Exchange Research Center so that the two research centers can provide intellectual support for the CSPCEM.

At the Sino-Africa Cultural Exchange Strategy Seminar, scholars from China, South Africa, and many other African countries delivered keynote speeches. The scholars all reached a consensus in the following aspects: it is essential to realize the importance of people-to-people and cultural exchange research from a strategic perspective; the people-to-people and cultural exchange research should be based on building a knowledge system and theoretical framework with Chinese characteristics; African culture, civilization, and history should be respected and treated equally.

In order to inject more new and valuable ideas into the Research Center, a team with 56 professional researchers was created at ZNU. Liu Hongwu is the chief expert of the Research Center. In addition, 16 researchers who are scholars working at the African Embassy in China, native African scholars, senior Chinese scholars studying Africa, and retired Chinese ambassadors to Africa have been recruited as part-time researchers.
