Participants who are not members of the municipal Party committee include town leaders at or above the municipal level; members of the municipal commission committee; deans and secretaries of the Party committees of Jinhua Polytechnic and Yiwu Industrial & Commercial College; mayors and secretaries of the Party committees of Jinhua’s counties, county-level cities, and districts; representatives from institutions directly under the Jinhua government and provincial institutions under the ministries of the State Council; the chairmen of various democratic parties at the municipal level; the retired leaders ofthe municipal government agencies; and representatives of the 7th Municipal Party Congress.
Contentof the Plenary Session
Guided by President Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, Zhejianghas implemented the guiding principles of the Party’s 19th National Congress and these second, third, and fourth plenary sessions of its 19th Central Committee in full. The government should thoroughly carry out theguiding principles of President Xi’s important speech when he inspected Zhejiang and study the work report made by Chen Long, who was made the representative of the Municipal Standing Committee.
The plenary session passed the proposalsmade by the Jinhua Municipal Committee of the Communist Party of China on formulating the 14th Five-Year Plan for the economic development of Jinhua and vision for2035. The government should mobilizeJinhua’s citizens to practice the Eight-Eight Strategy (which calls for Zhejiang to take measures with respect to eight different aspects by making use of its advantages in these eight aspects, in a bid to bolster future development). Wemust work together to build Zhejiang into an important window to demonstrate the superiority of the system of socialism with Chinese characteristics, develop digital industrialization, and create a modern socialist city.
Main Work Done This Year
Facingthe severe and complex international and domestic situation, especially the sudden outbreak of COVID-19, the Standing Committee of the Municipal Party Committee has studied the spirit of President Xi Jinping’s important instructions and implemented the decisions made by the CPC Central Committee, the State Council, and the provincial Party committee. The Jinhua government led the citizens to compete for advancement; strive for development; overcome challenges to stabilize employment, finance, foreign trade, foreign investments, domestic investments, and expectations; and safeguard people’s livelihood, market entities, sources of food and energy, industrial supply chains, job-finding for residents, and public services. The government stuck to fighting the “nine difficult battles” at full tilt, ensured the prevention and control of the pandemic situation as well as economic and social development, and endeavored to build a well-off society in a comprehensive way. All these achievements can be concluded as follows:
l Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era has been fully implemented;
l The prevention and control of the pandemic situation has been carried out effectively;
l The economy has improved steadily;
l Major reforms have been enacted thoroughly;
l The modern construction of Jinhua has been promoted;
l The environmental regulations have been furthered;
l People’s livelihoods have been continuously improved;
l Agood command of the Party Constitution has been ensured.
Overall Requirements, Main Objectives, and Vision for 2035
The overall requirements of Jinhua’s economic and social development during the 14th Five-Year Plan period:
Jinhua should take every effort to implement the Eight-Eight Strategy, build Zhejiang into an “important window,” and realize the objective of “building a growth pole, accelerating the construction of urban areas through deep integration, and passing the tests of the new era.” We need to highlight the work orientation of “accelerating digital industrialization and competing for advancement” and accelerate the construction of a new development pattern as well as the construction of a modern metropolis. With all these efforts, Jinhua will become the small commodities capital of the world with the characteristics of the B&R Initiative, a capital of film and television culture, an innovative and intelligent base, and a place where citizens lead a happy life. We will accomplish ten tasks to realize the goal of building Zhejiang into an “important window,” create ten local brands, and explore methods for the modernization of the whole country through the modernization of Jinhua.
The main objectives of Jinhua’s economic and social development during the 14th Five-Year Plan period:
We will realize the objectives of helping Zhejiang become an important window into the system of socialism with Chinese characteristics, creating ten local brands, and building Jinhua into a modern socialist city. We will work to achieve stronger comprehensive economic strength, encourage scientific and technological innovation, promote the reform and opening up, accelerate co-construction in urban and rural areas, create a better urban and rural ecological environment, improve local quality of life, and optimize urban governance.
By 2035, Jinhua is expected to become a powerful impetus for the rise of Central Zhejiangas a modern metropolis. Ahigh level of modernization will be achieved to make Jinhua become an important part of the objective of building Zhejiang into an “important window.”
In order to build Jinhua into a pioneer city for socialist modernization, we should focus on the key points, find a correct starting point, and firmly grasp the strategies with characteristics of vitality, originality, and creativity. Many efforts should be taken to make Jinhua a better city to live in:
l Jinhua will become a national innovative city via digital industrialization;
l Jinhua will become a city with a strong private economy by cultivating a new modern industrial system;
l Jinhua will become a pioneercity with dual circulation (a strategy focusing on both export trade and trade within China) to promote opening up in mid-Zhejiang;
l Jinhua will become a city with an optimal business environment, the most convenient services, and the most efficient institutions, and make breakthroughs through its reforms;
l Jinhua will become a national comprehensive transportation hub and take a new step in the joint construction of metropolitan areas;
l Jinhua will promote its profound cultureand carry forward the spirit of harmony;
l Jinhua will accelerate its ecological construction to become a garden city in Central Zhejiang;
l Jinhua will become a more beautiful and livable place by developing widespread prosperity;
l Jinhua will become a demonstrativecity for effective social governance and law-based governance.
Tasks in the Next Step
We need to work hard because it is by no means easy to construct a modern socialist city. With creativity and courage, we can better pursue our goals, compete for advancement, and shoulder responsibility. In the next step, we should adhere to digital industrialization, solve four key tough tasks, and compete for advancementin four areas:
Keys to Solving Four Tough Tasks: Shore up the Weak Spots
l Task for talent attraction and technology development: It is necessary to accelerate the gathering of high-end innovative talents, the agglomeration of innovation elements in enterprises, and the building of scientific and technological platforms closely related to different industries.
l Task for industrial transformation: We should strengthen the industrial chain by cultivating leading companies; promote the value chain by digital and intelligent transformation; and optimize the supply chain by market-oriented allocation of elements.
l Task for co-construction with adjacent areas: Greater efforts should be made to promote infrastructure interconnection, explore the market-oriented co-construction mechanism, and speed up the integration development of adjacent areas.
l Task for project introduction: Jinhua must introduce, implement, and serve major projects, and inject new momentum into the attraction of investment.
Competing for Advancement in Four Areas: Leading the Wayby Utilizing Advantages with Local Characteristics
l Competing for advancement in major reforms: We should make good use of the reform platform, expand the Yiwu-Ningbo-Zhoushan Corridor, andpromote the comprehensive integration of various reforms.
l Competing for advancement in improving the environment: We need to consolidate and upgrade the living environment and build an efficient and complete governance system to build Jinhua into “the garden of Central Zhejiang.”
l Competing for advancement in social governance: Jinhua must implement the strategy of “Party-building and social governanceat thegrassrootslevel,” construct an overall governance pattern with counties and villages as a whole, and improve the safety mechanisms of closed-loop management.
l Competing for advancement in improving efficiency: Digital industrialization and innovation mechanisms should be constructed to form a competitive situation with the ideology of efficiency first.
The plenary session called on us to unite more closely around the CPC Central Committee with President Xi Jinping as the core, hold high the great banner of PresidentXi Jinping’s Socialism with Chinese Characteristics in the New Era, faithfully practice the Eight-Eight Strategy, build Zhejiang into an important window, persist in digital industrialization, compete for advancement, and construct a modern socialist city.
Achievements in the First Three Quarters of 2020 in Jinhua
The First Three Quarters
l Jinhua’s GDP increased by 1.5% compared with the same period last year;
l Added value of industries above the designated size increased by 0.9%;
l Income of general public budget increased by 2.2%;
l Fixed-asset investment increased by 3.1%;
l Total volume of imports and exports increased by 14.9%;
l Income of urban and rural residents increased by 2.89% and 5.5%, respectively.
From January to November, Jinhua’s export trade valued423.34 billion RMB, with an increase of 16.1% year over year, accounting for 29.6% of Zhejiang’s economic growth volume. This makes Jinhua rank first in the province.
From January to October, the cross-border online retail exports reached 36.02 billion RMB, with an increase of 13.8% year on year, accounting for 47.2% of Zhejiang’s total volume. Jinhua’s express delivery industry also ranks first in Zhejiang.
From January to November, the funds for the top 10 projects on people’s livelihood reached 5.68 billion RMB, and 12 methods for ensuring employment and talent introduction were implemented. With these efforts, 239,000 new jobs were created, and the registered unemployment rate in Jinhua was only 1.83%.
Public servants were introducedto assist with work in companies, and the system of grassroots representatives expanded and collected people’s opinions. In the first three quarters of this year, we received around 273,000 complaints, with a settlement rate of more than 97%.
From January to November, the number of accidents and deaths throughout production processes decreased by 57.4% and 53.2% respectively, and criminal cases and traffic accidents decreased by 19.4% and 12.5% respectively.
