On July 21, the list of the first 11 low-carbon pilot counties in Zhejiang Province was released, and Pan’an County in Jinhua and Longquan County in Lishui were on the list. In recent years, Pan’an has vigorously promoted the development model of “Small Mountain Equals Large Fortune,” supporting the idea that lucid waters and lush mountains are invaluable assets.

To promote peak carbon emissions and carbon neutrality, and accelerate the formation of a batch of low-carbon development models that can be promoted at the county level, Zhejiang has selected one county in each of the 11 prefecture-level cities as pilot low-carbon counties, and divided them into groups of low-carbon industrial transformation, low-carbon energy development, carbon sink capacity improvement, and one comprehensive group.

Pan’an has been renowned as an “ecological county” for more than 20 years. With the concept of “lucid waters and lush mountains are invaluable assets” deeply rooted in the minds of its people, the county has built the urban-rural forest ecosystem of “City in the forest, buildings in the forest, people in the forest.” In 2019, Pan’an was awarded as a National Ecological Civilization Construction Demonstration County, and given “the National Outstanding Contribution Award for Establishing and Practicing the Idea that Lucid Waters and Lush Mountains Are Invaluable Assets.” Presently, forest coverage in Pan’an is at 80.9%.
