Sino-African Mutually Beneficial Cooperation
志合者,不以山海为远——非洲与金华的双向奔赴

According to Liu Hongwu, a member of Chang Jiang Scholars Program and dean of the Institute of African Studies at Zhejiang Normal University, Sino-African cooperation is based on mutual trust, economic and trade cooperation, and mutual cultural understanding. In recent years, Sino-African cooperation has developed rapidly, and it has shown a trend of all-round expansion. Zhejiang, particularly Jinhua’s cooperation with Africa, has played a leading and exemplary role nationwide. This has been described as “Zhejiang draws the attention of the country, and Jinhua attracts the eye of Zhejiang.”

From January to September of this year, the city’s exports to Africa were 63.04 billion RMB, a year-on-year increase of 0.6%. This accounted for 32.5% of the province’s exports to Africa and 7.9% of the country’s exports to Africa. Imports from Africa amounted to 6.56 bn RMB, with an increase of 27.7%.

According to incomplete statistics, about 30,000 Jinhua businessmen have been doing business in Africa for many years, and more than 5,000 African businessmen have registered more than 700 enterprises and trade institutions in Jinhua.

Jinhua has established trade exchanges with all African countries and regions. Customs data shows that in 2021, Jinhua exported goods worth 84.56 bn RMB to Africa. This accounted for 37.5% of the total export value of Zhejiang to Africa, and 8.8% of the total value of the country’s exports to Africa.

In 2009, a young African named Mulder came across the power tool brand CROWN. He turned to Crown Group for cooperation. It was this opportunity that opened the door for the Crown brand to enter the African market. In the first three quarters of this year, Crown Group exported goods worth 420 million RMB to Africa, thus doubling its profits. It is expected that the company’s exports to Africa will reach 600 million RMB by the end of this year.

The Jinhua Council for the Promotion of International Trade said that “promoting the mutual development of China and Africa is to make the fruits of cooperation more beneficial to the Chinese and African people.” In recent years, Jinhua has organized economic and trade delegations to Ethiopia, Kenya, Tanzania, Zimbabwe and South Africa. These delegations carry out industrial cooperation, and the investment projects in Africa have increased year by year. As of the end of September of this year, Jinhua had invested a total of 174 million USD in 39 non-investment registered enterprises, mainly in the wholesale industry, manufacturing, mining, agriculture, forestry, animal husbandry, and fisheries.

In recent years, Jinhua has explored methods to promote exchanges and mutual learning between Chinese and African civilizations, and they have built a number of China-Africa exchange platforms to strengthen the emotional bond between the Chinese and African people.

Jinhua also enables Africans to better integrate into the environment and truly become members of the city. Wucheng District has established a “six-party cooperation” mechanism where the police, schools, government, communities, landlords and international students volunteer as the main body. They have set up a “New Silk Road” volunteer service team to carry out volunteer duties that include community co-construction, traffic correction, safety patrol, legal publicity, and foreign language translation. This enables foreigners to truly understand the harmonious governance of the Chinese society. (By Luo Yi, translated by Zhang Jiajia, edited by Daniel Haws)
