Jinhua Focuses on Opening Up

Over the years Jinhua has grasped the strategic opportunities like the Belt and Road Initiative, the integrated Yangtze River Delta development, and the Pilot Free Trade Zone while courageously facing the challenge of opening inland China.

Over the past five years Jinhua has focused on industry, and its comprehensive strength has steadily improved. Its GDP increased by an average of 6.2% annually, and the public budget revenue and fixed asset investment increased by 8.3% and 9.2% respectively. The total output value of industrial companies above the designated level in Jinhua exceeded 500 billion RMB.

Also in the past five years, Jinhua has persisted in reforms and the level of opening has been significantly improved. An excellent opening-up pattern has been formed thanks to the establishment and development of some large platforms and pilot programs such as the Jinyi Area Pilot Free Trade Zone (Jinyi Pilot FTZ), Yiwu Cross-Border E-Commerce Comprehensive Pilot Zone, Hengdian Film and Television Cultural Industrial Cluster, and the Yiwu Pilot Comprehensive Reform of International Trade.

Over the past five years, Jinhua has also adhered to the principle of joint construction, and its integrated development of the metropolitan area has been continuously accelerated. With the expansion of the core area of the metropolitan area, the Jinyi New District was approved for establishment, and the urbanization rate of the permanent population reached 68.7%. Jinhua vigorously promotes the integration of the whole region, implements several joint construction projects every year, and seeks the integration of adjacent areas and the construction of enclaves. After years of efforts, the Jinhua-Pan’an (Jinpan) Development Zone has become the best case of “a mountain-sea collaboration project” in Zhejiang.

With this outstanding advantage of being an ideal location for transportation coupled with a relatively complete logistical system and an active market, Jinhua has made efforts to transform the advantages of being a comprehensive hub into development advantages in four aspects. These include transportation, logistics, trade, and information. Jinhua aims to build the hub economy into an important economic brand for high-quality development in the new era.

Jinhua Promotes Products Made in Zhejiang to Eurasian Countries

At the Yiwu West Railway Station there are an average of five CRE (the China Railway Express) trains departing every day to Eurasian countries. Different from the China-Europe trains in other cities across the country, the Jinhua CRE was built on the Yiwu platform two years ago and has added the Jinhua platform (now the Jindong platform) to achieve mutual development. The Jinhua platform mainly operates trains to Central Asia.

Through the mutual development of dual platforms, the coverage of the CRE trains has been continuously expanded. In the past five years, the number of CRE lines have increased from 9 in 2017 to 24 in 2022. To date, they cover more than 50 countries and more than 160 cities. The annual import and export trade volume has increased year by year, and the number of trains operated annually ranks third in China. As the number of trains increased, the quality also improved. The proportion of high-tech products in the export goods of the trains has been increasing as well.

The CRE trains have also become an important transportation channel for the international transportation of anti-pandemic materials while also guaranteeing the supply chain. On March 21, 2020, Jinhua CRE launched the first train carrying anti-pandemic materials.

Jinhua Encourages Innovations

In 2021, the import and export volume of the Jinyi Pilot FTZ reached 160.86 billion RMB, an increase of 39.9% year on year. The actual use of foreign capital reached 132 million US dollars, an increase of 632.7% year on year. There were also a total of 20,381 newly registered companies in 2021. The Jinyi area, which accounts for less than 15% of Zhejiang’s free trade zone, contributes 21% of the total import and export volume, 20% of institutional innovation, and 50% of the new market entities. The Jinyi Pilot FTZ effectively drives Jinhua’s economy.

Standing at a new starting point, the Jinyi area will focus on its positioning as the world’s capital of small commodities, lead innovation breakthroughs with digital reform, and aim at accelerating its five functions (an international small commodities free trade center, a digital trade innovation center, an inland international logistics port, a manufacturing innovation demonstration site, and a major platform for open cooperation on the Belt and Road Initiative). The Jinyi area will help to build the Zhejiang Pilot Free Trade Zone with more extendable achievements and contribute to building a dual-circulation strategic hub in Zhejiang.
