On August 7, Jinhua held a press conference on the prevention and control of the COVID-19 pandemic to cover the latest pandemic outbreak on “August 2” in Yiwu. The outbreak was triggered by infections imported from outside the province on the evening of July 29 and was discovered on the afternoon of August 2 after a notification from another province following a close contact investigation. After gene sequencing analysis, the virus that caused the outbreak is a new variant of Omicron (BA.5.2), which is more contagious and spreads faster. The outbreak in Yiwu spread to other places within a certain range. The current pandemic situation has been improved.
As of 9:00 a.m. on August 7, Jinhu reported a total of 288 positive infections, including 31 confirmed cases (26 in Yiwu, one in Dongyang, two in Lanxi, one in Pujiang, and one in the Jindong District). There were 257 asymptomatic infections (237 in Yiwu, 14 in Dongyang, five in Lanxi, and one in Pujiang). From the perspective of time distribution, four cases were reported on August 2. From August 3 to 6, 48, 56, 93 cases were reported, and 71 positive cases reported from 0:00 to 9:00 on August 7. All the infected cases have been transferred to designated hospitals or makeshift hospitals for isolation treatment or isolation medical observation and are currently in stable condition. The infected people found in the first two days were mainly discovered during social screening, and in the past two days, they were found in isolated and controlled places. The pandemic situation has gradually improved.
The current outbreak has five characteristics: a clear source, clear transmission chain, higher speed of transmission, clusters of infections being apparent, and wide coverage. Epidemiological investigations have found that existing infections are concentrated in the transmission chain caused by the first case. The infected people were highly concentrated in Jiangdong Subdistrict, Yiwu. At present, roughly 70% of them have a history of exposure to the Qingkou Night Market, and 48 infected cases were caused by family clusters. This outbreak is the fastest and largest local cluster of infections caused by imports from other provinces since Shanghai ended lockdown. On average, the virus can be developed into another new variant within a day. Five variants of cases appeared within just six days, and it has spread to many other counties or cities.
After the outbreak, the governments of the province, cities, and counties immediately launched an emergency response, organized, and carried out flow investigation and traceability work as soon as possible, and strengthened the investigation and control of infected persons, close contacts, sub-close contacts, and people at risked. As of 9:00 a.m. on August 7, a total of 26,438 people were investigated and controlled closely. Prevention and control work such as case treatment, nucleic acid testing, personnel transfer and isolation, and management for controlled zones are being carried out in an orderly and effective manner.
Optimize the management of the transfer and isolation process.
Under the unified deployment of the Jinhua Municipal Party Committee and Municipal Government, the leaders of Jinhua and Yiwu led the transshipment and isolation work group to coordinate the pandemic control work. They adhered to the principle of “beating the COVID-19, controlling the whole process, empowered by big-data, strengthening coordination, standardizing pandemic prevention, and considerate service.” This process further optimizes the management of the transfer and isolation process.
Since August 3, a total of more than 2,400 buses, taxis, and vans have been deployed under the support of the Zhejiang Provincial Department of Transportation and other cities in the province, and more than 800 leaders participated in the transfer work. Rapid large-scale transfer and isolation work has been carried out for the close contacts of COVID-19 patients, isolating potentially infected individuals in key areas such as commercial blogs and Pingchou and Qingkou Night Market, and the predetermined goal has been completed.
At the same time, Jinhua organized 16 transfer service groups to go to the isolated points of the relevant cities to coordinate the reception, service, and management for the people at risk of the pandemic. They coordinated and solved the difficult problems reported by the residents in a timely manner and ensured their health and safety.
Due to the continuous high temperature, Yiwu stayed vigilant while carrying out nucleic acid testing and sampling by choosing shaded testing locations, constructing sunshade awnings at the sampling point equipped with large ice cubes air conditioners with electric fans and other equipment. They also increased the shift frequency for staff who were carrying out nucleic acid testing. Heatstroke prevention supplies such as the traditional Chinese medicine Huoxiang Zhengqiye were prepared for the citizens who came for nucleic acid testing in case of emergency, and all relevant staff carried out the work in an orderly manner.
Next, Jinhua will further increase efforts to trace the source of the flow, carry out transfer and isolation work and nucleic acid testing work, and strive to clear COVID-19 infections in a timely manner as soon as possible.
Logistics is the lifeline of Yiwu. Since August 2, Yiwu’s domestic and international logistics have continued operations. From August 2 to 6, a total of 22 trips with 1,898 TEUs were carried out by the Yiwu platform of the Yiwu-Xinjiang-Europe Express train, which increased by 12% and 18% respectively compared with the average daily number of trips and TEUs shipped in July. The Yiwu-Ningbo Zhoushan Port sea-rail intermodal train made a total of 16 trips carrying 1,426 TEUs, with an increase of 34% and 38% respectively compared with the daily average number of trains and TEUs shipped in July. Yiwu Port provided the services of space booking and storage, returning TEUs, and sealing and inspection. The highway container trucks’ channel has been unobstructed.
The Yiwu-Osaka international freight route had three round trips and is operating normally. Domestic logistics are smooth. Parks such as the Highway Port, Futian Logistics Center, and Hongshi Logistics Park are operating normally. Qingkou Logistics Center and Xiazhu Freight Market are listed as medium-risk areas. Yiwu has increased its efforts to increase its supply of goods.
The industrial enterprises in the city are running smoothly. From August 3 to 6, industrial electricity consumption was almost the same month-on-month and year-on-year. Jinhua has established a monitoring mechanism for key enterprises, implemented a white-listed enterprise mechanism, set up factory-based nucleic acid testing points for key enterprises, and urged enterprises to resolutely implement the “guarding the small door” measures to provide a guarantee for closed-loop production of enterprises.
To fully guarantee the stability of the supply chain of industrial enterprises, Jinhua has also built transfer stations for important materials for industrial enterprises in Jindong, Dongyang, and Pujiang, and built a transfer station for important materials for industrial enterprises in Yiwu Port.
