On June 20, international postal packages were transported to Ningbo after customs supervision was completed by Yiwu’s International Mail Exchange Bureau. A total of 76 parcels, weighing nearly one ton, together with postal packages from other parts of Zhejiang Province were shipped from Ningbo Port in Zhejiang to the Yokohama Port in Japan. This marks the first time for Zhejiang Province to carry out the concentrated maritime shipping of postal packages.

Continuous economic development has increased demand for the transportation of packages. In the past, Yiwu’s postal packages were transported via existing postal routes and went through several exchange bureaus. Then, they were sent to Shanghai to be transported abroad. Packaging and shipping consumed a lot of time and the comprehensive freight rate was high. Under the new mode, postal packages from all over the province are transported directly to Ningbo after customs supervision, and the postal packages from Yiwu’s International Mail Exchange Bureau are transferred directly to Ningbo, which is a newly established channel for postal packages to be shipped abroad. It only takes 3-5 days for the postal packages to be packed into containers and transported through concentrated shipping. The journey from Ningbo Port to Yokohama Port takes 5-6 days. The new method effectively reduces the cost of mail transportation.

According to Xu Xiao’ou from the Mail Supervision Section of Yiwu Customs, the comprehensive ocean freight rate for mail transportation is 30% of that of air transport. In addition, ocean freight has higher transport capacity and allows for a more diverse arrangement of shipped items, but it takes more time than air freight does. The new mode of consolidated shipping reduces the overall time and improves customer experience.

To facilitate the operation of the new mode, Yiwu Customs has carried out regular research among companies. After learning about the increasing shipment needs of Yiwu companies, Yiwu Customs took the initiative to contact Ningbo Customs to reach a cooperation on the transfer of international postal packages from Hangzhou and Wenzhou to Ningbo. They effectively opened a channel for the transfer of postal packages among different customs. Moreover, Yiwu Customs strengthened its contact and cooperation with the Ningbo Post Office branch of Ningbo Customs. In addition to completing the handling of incoming packages daily, the post office provide a 24/7 reservation service for customs clearance, while implementing inspection on the packages and releasing packages immediately after the loading is complete. 6月20日，一批出口的国际邮件在义乌国际邮件互换局完成海关监管手续后，顺利发往宁波。该批集运邮件共76件，近1吨，将在宁波口岸与来自全省其他地区的邮件一起集运装船出海运往日本横滨港。这标志着浙江省首次开展邮件集运出海业务。

随着经济生活不断发展，群众运邮需求进一步增加。过去，从义乌等地收揽的邮件需要按照既有的运邮路线，经过多个互换局周转后，运抵上海等港口等待出境，从装箱到装船出海耗时较久，综合运价高。在新模式下，全省各地的邮件经海关监管后，直接运至宁波统一出海，义乌国际邮件互换局的邮件可以不再中转直达宁波，开拓了邮包出海的新通道。通过集运方式从邮件装箱到港口装船出海仅需3-5天，从宁波港到日本横滨港口的船程仅需5-6天，有效降低邮件运输成本。

据义乌海关邮件监管科徐晓鸥介绍，海运运邮综合运价是航空运输的30%，运力更加充沛，且邮寄物品种类更加丰富，但是相对耗时较久，而集运出海新模式进一步降低了海运邮件的整体时间成本，进一步完善群众的用邮体验。

记者了解到，为保障新模式顺利进行，义乌海关开展常态化企业调研，在了解到企业增长的运邮需求后，主动联系宁波海关对接杭州、温州两地部分国际邮件转关至宁波相关事宜，畅通跨关区邮件转运渠道。同时加强与宁波邮局海关联系配合，各邮局现场在实现到场邮件“日清”的基础上，采用“7×24小时预约通关”模式，实行“货到即验”，放行邮件装车完毕第一时间施封启运，确保邮件通关顺畅、监管高效。（义乌商报  全媒体记者 吴峰宇）
