Innovative Logistics Industry in Jinhua

In recent years, Jinhua has seized strategic opportunities like the Belt and Road Initiative, National Modern Service Industry Comprehensive Pilot, and Yiwu-Ningbo-Zhoushan Corridor, vigorously promoting the development of the modern logistics industry. Since being listed as a model of the National Modern Service Industry Comprehensive Pilot in 2014, Jinhua has allocated 127.98 million RMB of national special funds for the modern service industry to support the development of the logistics industry.

From 2011 to 2017, the added value of Jinhua’s logistics industry increased from 23.3 to 46 bn RMB, with an average annual growth rate of 11.7%, accounting for 22.24% and 11.89% of the added values in the service industry and GDP, respectively.

First of all, Jinhua has promoted e-commerce logistics. Jinhua has strengthened cooperation with well-known e-commerce platforms such as Alibaba, Amazon and AliExpress, focusing on establishing e-commerce industry clusters, thanks to which e-commerce logistics in Jinhua have experienced explosive growth. In 2017, postal express business revenue in Jinhua achieved approximately 18.29bn RMB, a year-on-year increase of 35.97%, ranking second in Zhejiang Province and sixth in the country. The cumulative volume was 2.548bn pieces, an increase of 50.78% on annual basis. It ranked first in the province and fourth in the country. It has been selected as one of the “top 100 e-commerce cities in China” for four consecutive years. Eleven cross-border e-commerce parks and fourteen public overseas warehouses in Jinhua have been included in the provincial pilots, ranking first in the province. Jinhua has also encouraged renowned logistics companies to establish local branches, such as EMS, Transfar Logistics, and SF Express.

Secondly, Jinhua has improved international logistics. Jinhua has promoted the development of the international railway business, contributing to the cost reduction of import and export logistics. The development of international logistics has great momentum, with related 1200 international logistics enterprises and 200,000 jobholders in the industry, which are, together, conducive to the westward China Railway Express and the eastward Yiwu-Ningbo-Zhoushan Corridor. In 2014, Jinhua started China Railway Express, which passes through eight countries, traveling 13,000 km and traversing the Eurasian Continent. At this point, it has opened nine routes, operated round-trips 265 times, and carried 21,000 standard containers of freight. On August 31, 2017, the Jinhua-Central Asia International Train completed its first trial run, covering a distance of 5,100 km in 11 days. By the end of 2017, it had run 13 times, carrying 1176 standard containers.

Thirdly, Jinhua has built logistics platforms. Jinhua has accelerated the construction of the logistics information platform, advanced the development of the “Logistics Plus Internet” model, and actively promoted work on the National Public Information Platform for Transportation and Logistics (LOGINK). Jinhua has also built a public service platform for “cross-border clearance,” integrating customs, inspection and quarantine, international mail exchange, RMB settlement, and tax refunds. At present, the international mail exchange bureau in Yiwu receives 125,000 letters per day, with the peak reaching 347,000 letters. The promotion of the mobile-phone application “ Internet Plus” has helped to increase the efficiency and profits for logistics enterprises.
