3000-Ton Garbage Power Plant Planned

On July 23, a bid notice about Jinhua’s second domestic waste incineration project and fly ash (including other hazardous waste) landfill project has been issued on the China Central Government Procurement website. The notice announces that Jinhua plans to use the public-private partnership (PPP) model to build a waste incineration power plant that can process 3000 tons of garbage per day. The total investment will be near 1920 million RMB. It is planned to be put into operation before the end of 2020.

The acceleration of urbanization encourages Jinhua’s rural population to gather in urban areas. Therefore, the existing waste incineration power plants tend to be too small and their storage capacities too limited, which causes difficulties for processing urban domestic waste. Taking account of environmental protection, an incineration power plant is the main way to process domestic waste in the future, as it can reduce the waste, make it less harmful, and regenerate it as resources.

The plant, located in the Jinhua waste processing industrial park, will be constructed in two phases. The first part will reach a disposal scale of 2250 tons per day with three 750 ton/day incineration lines, which will be under construction for two years. The second part will start 12 years after the first one, adding another 750 ton/day incineration line. When the project is totally completed and put into production, its daily disposal scale will reach 3,000 tons/day. As a supporting project, a new station of leachate1 treatment facilities will also be built with a daily processing capacity of 900 tons. It will be built in one phase and put into use simultaneously.

Meanwhile, there will also be a new fly ash landfill with a storage capacity of 400,000 m3. Fly ash is harmful small particles produced after incineration in the plant and will be disposed by landfill after harmless solidification. Besides fly ash, the plant also deals with other hazardous waste. It provides a new method of specialized classification of garbage disposal in Jinhua after that of kitchen waste, construction waste, and large-scale domestic waste.

In order to solve the long-term problem of urban domestic waste, Jinhua’s government is giving much attention to this project. It is listed in the first batch of PPP projects in 2018, and as one of the “Top Ten Major Projects” for urbanization. The project adopts the BOT (build-operate-transfer) pattern. In this case, the successful bidder establishes the project company, which is responsible for the project’s financing, investment, construction, and operation. Ownership by the bidder lasts 30 years, including two years of construction time. After that, it will be handed back over to the government.
