The Intercity Railways of Jinhua

The third Environmental Impact Assessment Report of the second-phase construction plan of intercity railways in the Zhejiang metropolitan areas (2019-2024) was recently released to the public. Information on the Jinhua-Wuyi-Yongkang-Dongyang Intercity Railway (hereinafter Jinhua-Dongyang Intercity Railway) of the Central Zhejiang Conurbation was included. The Jinhua-Dongyang Intercity Railway is another major thoroughfare of Jinhua in addition to the Jinhua-Yiwu-Dongyang Intercity Railway.

Along with economic development and social progress, Zhejiang’s level of urbanization has gradually improved. The four major metropolitan areas of Zhejiang have already entered a stage of rapid urbanization, wherein the urban areas are expanding and the populations increasing. The economic exchanges between central cities and peripheral cities have increased sharply, forming a new pattern of coordinated regional development. The pressure on traffic, energy, and the environment between central cities and peripheral cities, however, also grows day by day. Constructing intercity railways with a large capacity for metropolitan areas is an effective way to solve the transportation problems that have arisen.

On the basis of the first-phase construction plan of intercity railways in the Zhejiang metropolitan areas, the Zhejiang Provincial Development and Reform Commission tasked the China Railway Shanghai Design Institute Group Co., Ltd. and the Zhejiang Transportation Planning and Design Institute with jointly studying the optimization scheme of the intercity railway network for the four metropolitan areas. The key cities or important nodes in the network were included in the second phase of the construction plan.

The second-phase construction plan includes blueprints for nine routes, stretching a total distance of 526.2 km and establishing 115 stations. The Hangzhou metropolitan area will construct the Hangzhou-Deqing, Shaoxing, Shanghai-Jiaxing, and Shanghai-Pinghu Intercity Railways, with a total length of 171.5 km; the Ningbo metropolitan area will build the Ningbo-Xiangshan Intercity Railway, which will be 80.5 km; the Wenzhou/Taizhou metropolitan area will construct Taizhou Line S3, the Taizhou-Wenzhou Line, and the second phase of Wenzhou Line S3, totaling 162.5 km; and the Central Zhejiang Conurbation will construct Jinhua-Dongyang Intercity Railway, with a distance of 111.7 km and 26 stations established.

The Environmental Impact Assessment Report points out that the nine intercity railways are generally in harmony with the protection planning of natural resources and human landscape that the cities have established. The adverse environmental impacts such as noise, vibration, and sewage which may arise with the operation of the railways can be effectively controlled. The second phase of the construction plan is necessary from the perspective of regional economic and social development, reasonable from the perspective of resource utilization, and feasible from the perspective of environmental protection.

Some experts explain that including the construction of the Jinhua-Dongyang Intercity Railway into the second phase of the construction plan connects it with the first phase of the Jinhua-Yiwu-Dongyang Intercity Railway construction project. After the two projects are completed, they will close the circle in Mid-Zhejiang, connecting Jinhua, Yiwu, Dongyang, Yongkang, and Wuyi.
