Jinhua Values Intellectual Property
Jinhua has long boasted a multi-player market, developed block economy, distinctive industries, and full-range industry chains. However, it is in a fix—lacking local leading enterprises, core technologies, and domestically-influential enterprises—in its industrial development.
Facing the deceleration of global economic growth and the pressure of the domestic economic downturn, how to achieve high-quality development? Jinhua's answer is to promote innovation, to develop new drives, to build key specialized industry clusters, and to cultivate “hidden champion” enterprises in different industries, which can be an important breakthrough for the high-quality development of Jinhua's industrial economy. On December 10, Jinhua Daily launched a new column called “Develop New Drives, Promote High-Quality Economy,” which focuses on the industries and enterprises that stand out during the transformation of the traditional development pattern, aiming to explore a high-quality economic development path for Jinhua.
On May 8 this year, the National Intellectual Property Administration officially listed Jinhua as a “National Intellectual Property Model City.” In order to give full play to the intellectual property system's basic guarantee role in stimulating innovation and promote high-quality development, Jinhua recently officially issued “Several Opinions of the Jinhua Municipal People's Government on Accelerating the Construction of National Intellectual Property Model City” (hereinafter “Opinions”).
Encourage High-Quality and High-Volume Patent Applications
According to the data from the Jinhua Market Supervision Administration (JMSA), Jinhua's patent applications are mainly from pharmaceuticals industry, electromechanical industry, hardware manufacture, and textiles. By the end of October this year, the total number of Jinhua's patent applications was 35043, and 20770 patents were authorized. In addition, among all the applications, there were 5202 invention patent applications and 1403 of them were authorized.
“Intellectual-property-intensive industries that focus on advanced manufacturing industries—new energy vehicles, biomedicine, and optoelectronics—strategic emerging industries, and future industries, are the key industries that our city is cultivating,” Du Qunfeng, director of the Intellectual Property Apartment at the JMSA remarked. He also stated that the ‘Opinions,’ with its favorable policies, supports the development of key local characteristic industries to become bigger, stronger, and better, endeavoring to spawn a number of high-value patents in major technical fields.
Improve Intellectual Property Protection System
“While encouraging the application for invention patents, we must implement more stringent intellectual property protection policies to protect the legitimate rights and interests of enterprises and establish a ‘wide, fast, and collective’ protection pattern for intellectual property,” said Du Qunfeng.
Encourage Multi-Utilization of Intellectual Property
“After an estimation of patents'worth, patents can become a tangible asset for enterprises, helping them raise capital,” Du Qunfeng remarked. Up to November this year, Jinhua's patent pledge has reached 1.17 billion RMB.
