2019 Review of Jinhua’s Talents Work

 In 2019, under the strong leadership of the Provincial Party Committee and of its Organization Department, the municipality of Jinhua adhered to the Xi Jinping’s Playing the Advantages of Jinhua Talents guideline and achieved major goals. Having the Jinhua talents as a focus, a major relevant platform was established, expanded and upgraded, including the organization of the second Jinhua Development Conference.

In terms of talent activities, relevant indicators have risen, and high-quality development has taken great steps:

Core indicators, such as introduction of top talents, leading talents, and the increase in number of college students, have risen;

The growth rate of value-added manufacturing industry in the core industries of the digital economy ranked first throughout the province;

Jinhua has been selected as one of the top ten youngest cities in the country for the second consecutive year;

It also became the first prefecture-level city throughout the country in which document and certification simplification reform was launched. Additionally, province-led comprehensive pilot projects were promoted, and the “E-Point Pass” service platform was launched in the field of talents, receiving the attention of national news programs.

 

Building Up Jinhua Talents—Return Chain

1. Building a Global Investment Attraction Network

Headquarters for investment promotion was set in Shanghai, together with four major investment promotion centers, seven investment promotion workstations, and 87 recruitment stations, which constitutes a global recruitment network for talents.

 

2. Holding Development Conferences to Attract Talent 

The second session of the Jinhua Development Conference was held at a high standard, and more than a thousand scientists and entrepreneurs were invited to return to Jinhua to rediscover their roots and engage for common development. Among them were over 200 high-end talents such as academicians and “Thousand Talents Plan” experts.

 

3. Hosting Entrepreneurship Promotional Events 

The 2nd Entrepreneurship Contest, “Return of the Star,” was held and attracted talents globally, including 226 entrepreneurial projects from the UK, the USA, and France.

 

4. Implementing the “Settle in Jinhua” Plan for Young Talents

A series of activities including Jinhua industrial tours, educational trips to local villages and company-university cooperation were launched. Municipal and local leaders visited universities to help steer students towards a career in the province and persuade students to establish a long-term life plan in Jinhua. In 2019, the Jinhua registered more than 110,000 college students, a year-on-year increase of 104%. 

 

5. Creating a Chip Manufacturing Industrial Chain 

Hu Weiwu, director of the Jinhua Overseas Talents Association and president of Loongson Technology Co., Ltd., invested 15 billion RMB to build the Zhejiang Loongson Smart Industrial Park, giving birth to the first over 100-billion domestic chip industrial chain in the province. The first batch of made-in-Jinhua computers was realized. 

 

Building Academic Intelligence—Cluster Chain

1. Construction of the Jinhua International Academician Innovation Center in the G60 Science and Technology Corridor of the Yangtze River Delta

The first International Academician Innovation Center named after the G60 Science and Technology Corridor in the Yangtze River Delta was settled in Jinhua, integrating four functions: academic vocation, academic exchange, academic discussion, and project transformation.

The center is tailored according to external factors considering the local organization and internal factors based on 5G standards. Along the establishment of a regional academic highland on the Yangtze River Delta, this first batch of experts consists of 18 academicians.

 

2. Organizing Provincial Events of Experts in Treatment and Recuperation 

The 22nd provincial event for experts on treatment and recuperation was held. Over 150 Zhejiang-based academicians, experts, and families took part in a 5-day treatment and recuperation event in Jinhua.

 

3. Creating the first Zhejiang Academicians Home

The Zhejiang Academicians Home was successfully created to provide academicians with a platform for recreational and recuperation services, academic exchanges, decision-making consultation, and international communication.

 

4. Promoting Events for Visiting Academicians 

A total of 150 academicians visited to Jinhua to carry out activities such as service companies, lectures, academic exchanges and the like. There are academicians active in a wide range of fields having a major impact on the local society.

 

Integrating into the Yangtze River Delta—Platform Chain

1. Building a Yangtze River Delta Industrial Science and Technology Innovation Circle

The Graphene Industrial Park was established in association with the Yangtze Delta Region Institute of Tsinghua University. In addition, other high-level talents and entrepreneurial institutions were inaugurated, including the One College Three Basis in cooperation with Fudan University, the BRI Research Institute in cooperation with the University of Science and Technology, among others. 

 

2. Co-Building Science and Technology Enclave 

Talent enclaves of more than 25,000 square meters were founded in Shanghai and Hangzhou, which can provide off-site incubation and R&D platforms for science and technology companies.

 

3. Co-Launching the First Talents Park in the Province 

Based on the Yangtze Delta Region, the first talents park in the province was founded, integrating a number of functions in one, such as talent park, science park, sponge park, civic park, and future park.

 

4. Building a Smart Enterprise Matching Platform 

Relevant plans to introduce highly educated talents and contribute to the development of local companies have brought a large number of talents to Jinhua. A total of 329 PhDs and professors from 88 universities jointly applied for 280 patents and 310 cooperation projects, which led to an investment of 350 million RMB in R&D, the establishment of 74 school-enterprise bases, and 42 provincial-level and higher R&D centers.

 

Creating Decentralization—Reform Chain

1. Promoting the Establishment of a Pilot Area for Talents Reform 

Various developmental plans were launched, including the digital economy talents, film and television talents gathering, international trade talents, among others, and more than 130 talent-cultivation projects were initiated to expand and develop the local industry.

 

2. Realizing Special Reforms for Buyers 

Focusing on the establishment of a pilot area for comprehensive reform of international trade, a series of guidelines for strengthening the creation of a qualified category buyers were issued to accelerate the cultivation and gathering of high-quality buyers.

 

3. Implementing Systems of Evaluation 

In order to comply with the direction of national reforms and to overcome the restrictions on hiring qualified personnel, 400 engineering experts were directly evaluated on the basis of their effective capacities and innovative skills. Similarly, over 1,500 grassroots talents were selected using factors such as effective performance and contributions, without necessarily taking into account high academic and professional titles.

 

Creating All-Rounded Talents—Service Chain

1. Support for Innovative Entrepreneurship

By grasping eight key entrepreneurial phases, namely project incubation, research and development support, innovative design, financial support, personnel training, intellectual property protection, trade and marketing, and enterprise upgrading to the stock market, the supply of innovative elements of talents in Jinhua was increased. 

 

2. Guaranteeing a Comprehensive Supply of Resources 

By focusing on the needs for funds, resources, and land for talents' entrepreneurial innovation, relevant policies in support were strengthen to reduce the cost of talents entrepreneurship and innovation. 

 

3. Full Service for Livable Enterprises 

A series of comprehensive services were designed around the career and life needs of talents to guarantee ideal living standards, including accommodation, transportation, medical care, and education. 

 

4. Deepening One-Time Visit Services 

Combining the educational theme of remaining true to the original aspiration and keeping the mission firmly in mind, the requirements of the Three Services plan, and the opportunity to set a leading comprehensive pilot model, the talent service information platform E-Point Pass was launched.
