2015 Jinhua Municipal Government Work Report

REPORT ON THE WORK OF THE GOVERNMENT

Delivered at the Sixth Session of the 6th Jinhua

Municipal People’s Congress on February 3, 2015

Fellow Deputies,

  On behalf of Jinhua Municipal People’s Government, I now present to you the report on the work of the government for your deliberation, and welcome comments from the members of Jinhua Municipal Committee of the Chinese People’s Political Consultative Conference (the Municipal CPPCC) and other non-voting delegates.

I. Review of Work in 2014

  The past year served as a first year of deepening comprehensive reforms, a tough year of restructuring pushed by the “Five-Water Management” and a catching-up year forging ahead under the new normal. By the complete implementation of the decisions and deployments made by the Provincial Party Committee, the Provincial People's Government and the Municipal Party Committee, and the support of the citizens, the Municipal People's Government worked hard and overcame the difficulties, and substantially fulfilled the tasks defined by the Fifth Session of the Sixth Jinhua Municipal People’s Congress. Jinhua's gross domestic products (GDP) amounted to RMB 320.7bn, increasing by 8.3%; the general public budget revenue amounted to RMB 26.89bn, increasing by 10.9%; the per capita disposable income of urban and rural residents amounted to RMB 39,807 and RMB 18,544, increasing by 9.4% and 11.3%, respectively. The afore-mentioned increases ranked at forefront throughout Zhejiang, and Jinhua maintained a sound momentum in catch-up progress with the other cities of the province.

  1. The economy was stable and improved. In the face of the downward pressure of the economic development, a "combination blow" of transform and upgrading was launched, and the quality and efficiency of economic development improved steadily.

  Increasing development of modern agriculture. The output of the major products, grain, vegetables, tea, flowers and seedlings, increased steadily. 119,000 thousand mu of grain production land, three provincial-level modern agriculture comprehensive parks, and 10,000 mu of environment-controlled agricultural sites were added this year. Three agricultural corporate champions with annual sales of over RMB 100m and twenty-one provincial-level model family farms were created. The ecological cycle model combining planting with cultivation was popularized; and the transformation and upgrading of the animal husbandry industry was accelerated. The pass rate of the agricultural products quality in the provincial sampling reached 98.6%. Dongyang was identified as a National Model City of Grain Production.

  Quality and efficiency of industrial economy were improved. The added value of the industries above the designated size rose to RMB 94.5bn, increasing by 7.4%; and the energy consumption per unit of Industrial Value Added decreased by 9.5%.Both the "Four-Replacing and Three-Famousness" and "Further Integration of IT Application with Industrialization" were vigorously promoted. Eight parks and seventeen industries with annual output value of over RMB 10bn were created. The output of the equipment manufacturing exceeded RMB 170bn, while the added value of the strategic emerging industries and the high-tech industry increased by 6.1% and 8.1%, respectively. The support of big enterprises, groups and companies of quick development was improved. Eleven enterprises were newly listed in stock markets, New Third Market, and Zhejiang Equity Trading Center; nine were labeled as China Top 500 Private Enterprises. Five China Famous Trademarks, thirty-eight Provincial Famous Trademarks and thirty-six Zhejiang Famous Brand Products were added to Jinhua, and eight national standards and twenty-one industrial standards were made with the involvement of Jinhua's enterprises. Zhejiang Hualv Aluminum Co., Ltd. completed its strategic restructuring, and the major projects, such as Geely engines among others, were launched. The technological innovation exerted a leading role in development: sixty-five national high-tech enterprises, thirty-two provincial high-tech R&D centers and six provincial key enterprise research institutes were added, and the new products output value of industries above the designated size increased by 25.7%.We stepped up the efforts to recruit talents, selecting seven people for the National “One Thousand Talents Program” and fifteen people for the Provincial “One Thousand Talents Program”. The total output value of construction industry exceeded RMB 300bn and was honored as the Provincial Strong City of Construction. The real estate industry underwent a stable development.

  The service industry developed rapidly. The added value of the tertiary industry reached RMB 155.9bn, increasing by 9.5% and accounting for 48.6% of the regional GDP, 0.9 percentage points higher over last year. Both the IT and network economy developed vigorously. Twenty-four network economy parks were established, the Peking University Information Technology Park was put into operation, and major projects, such as the Zhejiang Normal University Network Economy Innovation Park and telecommunications cloud computing program, among others, were launched. Fifteen thousand online enterprises were added. The e-commerce transactions amounted to RMB 235.6bn, and the software and information services revenue rose to RMB 33bn, increasing by 29.7% and 36%, respectively. The tourism development was successful, with the tourists and tourism revenue increasing by 21.7% and 26%, respectively, and the proportion of over-night travel rising steadily. Four State 4A's Scenic Area, including Mount Niutou, Wuyi, and one Provincial Tourism Resort were added. Lanxi became a National Demonstration County of Leisure Agriculture and Rural Tourism. The development of cultural industries accelerated, with seven enterprises recognized as Provincial Cultural Industry Model Bases (Parks), five as key export enterprises of national importance and thirteen as key export enterprises of provincial importance. The WCC Golden Jubilee Celebration Summit and the World Culture Festival and China Woodcarvings Fairs were both successfully held in Dongyang.

  The three demands were on the lead. The investment in fixed assets reached RMB 159.5bn, increasing by 16.9%, and the investment of the provincial "411" major projects and provincial and municipal key projects surpassed the annual investment plan. The total imports and exports exceeded USD 40bn for the first time and made Jinhua rank 24th among the "National Top 100 Strong Cities of Foreign Trade". The total retail sales of social consumer goods reached RMB 159.3bn and the online retail sales reached RMB 94.2bn, increasing by 13.2% and 41%, respectively. The paid-in capital of Zhejiang (Jinhua) Merchants Round-Trip Investment exceeded RMB 30bn, the utilized foreign investment reached USD 280mn, and the projects with investment over RMB 10bn reached fourteen. The fiscal and financial policies were improved to support the development of real economy, adding loans RMB 57.6bn and increasing loan balances by 11.2%. The risks of corporate capital chains and guarantee chains were actively prevented and resolved, and the loans of the government emergency lending fund totaled RMB 24.8bn.

  2. Breakthroughs were made in major reforms. The "Four Lists and One Network" program was initially established, 54% of the administrative matters in municipal departments were reduced, and the special funds of fiscal capital were integrated into thirty-seven items. The department responsibility lists were implemented, carrying out the non-examining pilots for the investment projects beyond the negative list, and opening the administrative service network. The reform of examining and approval system was further deepened. Lower-level governments were made responsible for 204 items previously subject to municipal review and approval, creating the "Intermediary Services Supermarket", and improving the agent and centralized approval mechanism. The reform of business registration system showed remarkable progress, having license before certificate, joint certificates and joint license and certificate put into practice. The handling period of business registration realized two days for domestic investment, three days for foreign investment, and one day for the simple review for approval. Additional 110,000 market entities with registered capital of RMB 57.6bn were added, increasing by 8% and 40.5%, respectively. The Municipal Market Supervision and Regulation Administration,  Municipal Health and Family Planning Commission, were established, and the grassroots land management system was improved.

  The Yiwu Comprehensive Pilot Reform of International Trade made a major breakthrough, and market purchase –a new way of international trade – has been put into practice. The Bonded Logistics Center was suspended, the aviation port opened, and the Yiwu-Xinjiang-Europe block train – connecting China to Europe – was officially launched. The National Modern Service Industry Comprehensive Pilot was launched and the RMB 5.4bn investment of eighty-two projects of the first batch were completed. The pilot construction of the four systems supervised by the Ministry of Commerce was deepened. The Regional Clearance Integration Reform in the Yangtze River Economic Belt saw the active participation of Jinhua. The cross-border e-commerce trade service pilot made significant progress, with daily clearance on the Jinyi "cross-border clearance" platform exceeding 45,000 transactions. The Hilly Slope Comprehensive Development and Utilization Pilot Program achieved tangible results. The program of industrial land shift from farming land was reported upward for approval and the requisition-compensation balance of arable land completed. Twenty-seven thousand mu of land were leveled and made available to eighty-seven projects. The Yiwu National New Urbanization and Rural Reform Pilot Area was launched.

  The Special Rectification of "Four Breakthroughs" was carried out, comprehensive evaluation mechanisms of yield efficiency for industrial land utilization were established and improved, differentiating land management, re-development of inefficient land, supplying twenty-four thousand mu of approved land, and revitalizing eleven thousand mu of stock land. The paid usage and trading mechanism of corporate emission rights were put into practice. The rural reform of the "three rights (of land ownership, contract and management)" was  accelerated, completing the survey of rural land contract and management rights. The stock cooperative system reform was completed in 1297 village collective economies. The registration rate of rural homestead reached 74%. The forest and land stock circulation and forest right mortgage loan pilots were extended. The household registration system reform was launched in Wuyi. The rural financial self-management mode was created in Yongkang.

  3. The living environment improved remarkably. The opportunity of the Provincial “Five-Water Management” On-Site Meeting was seized launching a campaign of “Protecting Mother Rivers” and waging a climax of managing water extended to the population, all the regions and with all the strength. The “All-around Ten Actions” program was carried out”, and the first provincial flip-chart operational command system was established, as long as a full coverage of river heads and river policemen and an interacting mechanism for cross-basin water management. Various principles of water management were adopted, including water, waterfronts, upper reaches, lower reaches, symptoms and root causes management. Additionally, the basic elimination of rivers' garbage was realized. Eighty-three black and smelly rivers, for a total of 749 kilometers, including the Changhu Lake in Wucheng District, were renovated with special emphasis. Four sections of either Grade V water or worse were eliminated and all the cross-county (city) water quality reached Grade IV. The promise of “eliminating black and smelly rivers within one year” was fulfilled. A larger number of rivers became suitable for swimming and these achievements were well received by the people. Numerous projects for water management were launched. The newly added sewage treatment capacity reached 158,000 tons, and the urban sewage treatment rate reached 91%, increasing by 2 percentage points. Twenty-seven dangerous reservoirs and 130 km embankments were reinforced, and 159 ponds and 543 km rivers were renovated. The construction of Jinhua Second Water Factory was launched. The groundwater resources were strictly managed, creating the water-saving city. The protection of the “water tank” was reinforced and the water conservation ecological function area was expanded to 292 square kilometers. Jinhua was granted the “Dayu Caldron”, a symbol of outstanding performance in the “Five-Water Management” throughout the province. Dongyang and Pujiang were granted “Dayu Caldron” as representatives of outstanding counties. Wucheng was labeled as National Model of Water Conservancy, and Lanxi was awarded “Dayu Cup” Gold Prize for provincial water conservancy.

  The Three Renovations and One Demolishing” project advanced smoothly. The provincial dismantling of illegal billboards along the expressways was advanced. A series of special rectifications were carried out, including the rural illegal one-family homesteads, illegal religious sites and illegal temporary buildings. 18.19mn square meters of illegal buildings were demolished, and 70 towns (townships, sub-districts) and 1947 villages (communities) were freed from illegal buildings. Pujiang was recognized by the province as county without illegal constructions. The renovation of the Erqi block in Wucheng and the shanty towns in Shimen Farm were effectively promoted, and the efforts to improve the lanes behind the revenues were reinforced. The policy system to replace the villages with communities was improved, and the “villages in the town” with community-based apartments were settled. 8.21mn square meters of “villages in the town”, 4.21mn square meters of old residential area, and 3.7mn square meters of old factory area were reconstructed.

  War was declared against the air pollution. The three-year action plan for improving the air quality was put into practice, and ten special operations were enacted, including car-regulating, dust-reduction, coal-burning control, and fireworks ban, among others. More than 60,000 yellow-labeled vehicles and old cars were banned, and the management of the dust control in both construction sites and avenues was enhanced. The PM2.5 in downtown Jinhua decreased 8.6%, the days of excellent air quality reached 235, 30 days more than the previous year.

  The alleviation of urban traffic congestion was promoted. Renovation projects on major streets were carried out, and twelve dead end ways and the first and second ring road in downtown Jinhua were linked up. Priorities were given to the development of public transportation. The construction of the first line ofBbus Rapid Transit (BRT) was started, 12,000 public bicycles were added, and the public transport sharing rate thus rose to 18.5%. The regulation of the improper use of underground parking lots was strengthened, progress was made in removing bad driving and walking habits and in reducing the overloaded passenger and cargo transportation.

  The “three renovations (of waste water, trash and bare houses)” project was reinforced in the countryside. The waste water treatment was carried out in 1,802 villages and 256,000 households benefited from the improvement. In 1,345 villages of seventy-five towns (townships), the rural trash was classified, recycled or reduced for further treatment. The paid service for rural health management was launched in Lanxi. 1.72mn square meters of bare houses were improved. Twelve Beautiful Countryside Itinerates, fourteen Beautiful Towns (Townships), sixty Boutique Villages, 140 Beautiful Villages, and 8 new Provincial Beautiful and Livable Model Villages were constructed. Yongkang was honored as the Provincial Model City in Creating Beautiful Countryside.

  4. Rapid Advancement of Urban Construction

  New progress was made in unified planning. The Jinhua - Yiwu Metropolitan Area Plan and the Land Use Control Plan for Jinhua-Yiwu-Dongyang Intercity Rail Transit were completed, as well as the unified planning for major infrastructures in the Central Zhejiang Conurbation and twenty-four special and controlled plans for key blocks in downtown Jinhua. The coverage of village construction reached 98.6%.

  The construction of core city was strengthened. The construction of the Duohu Central Business was accelerated. The concept planning and the urban design of the core area were completed; Wanda Plaza was opened for business; numerous projects of economic headquarters were settled down. The first phase of the Hengtangyan Resettlement Community was completed and the second phase was started. The Danxi Bridge was opened to traffic and the Southern Extension Project of Dongshi Street and the Eastern Extension of the Binhong Road progressed smoothly. The construction of both Huhaitang Lake Park and the tourism development project of the Gaoshantou Ancient City were started. The comprehensive renovation of the Ancient Inner City block and the infrastructure construction of the Jianfeng Mountain block were accelerated. Wubaitan Park, Yanweizhou Park and Bayong Bridge were inaugurated which made the Six Waterfronts along Three Rivers a beautiful landscape. The administrative system of the Jinyi New Urban Area was further improved. The ring road of the core block and the first phase of the landscape renovation of the Mantang Lake were completed. Both the utility corridor and new community project were accelerated. The first phase of the Cainiao project was put into operation. The construction of major projects, such as the China Mobile - Jinyi Information and Communication Industry Park, were started More than 120 companies gathered in the E-Commerce Operators Park. The Network Economy College was opened. The construction of Wucheng New Urban Area, Jindong New Urban Area and Jinxi Block of the Jinhua Economic and Technological Development Zone progressed smoothly. Yiwu launched the planning and construction of the Silk Road New District, Port and Land New District, and Science and Technology Innovation New Area. The popular image of “Credible Jinhua" was strengthened. Special rectifications were conducted to regulate illegal buildings and market order. The construction of the National Culturally Advance City was launched in downtown Jinhua, which was recognized as National Garden City. Wuyi and Dongyang were honored as the Provincial Forest Cities, and Pan'an became the Provincial Culturally Advanced Demonstration County. Dongyang attended the first-batch Provincial Pilot Construction of Beautiful Counties. Additionally, fourteen Towns of National Importance and nine Municipal Center Towns were added to Jinhua, while the town of Gushan, Yongkang, was included in the Provincial Cultivating Pilot of Small Cities.

  The construction of urban and rural infrastructure was accelerated. The Hangzhou-Changsha High-Speed Railroad opened for operation, bringing Jinhua into Shanghai's two-hour traffic circle and into the "High-Speed Railroad Era". Within the expansion and renovation project of Jinhua-Wenzhou Railway,the building demolishing and residents resettlement were completed, meanwhile, the project proposal of the Jinhua-Taizhou Railway was approved. The Dongyang-Yongkang Expressway completed the major project and the re-construction and expansion of the Hangzhou-Jinhua-Quzhou Expressway was launched. The re-construction of the State Highway G330, the Pujiang Section of the Provincial Highway S20, the Yongkang Section of the Yongkang-Pan'an Highway, the Pan'an Section of the Provincial Highway S42 and the Yiwu-Lanxi Highway were accelerated. The direct inter-city bus line along Jinhua-Lanxi Road (Middle) was opened. The hub construction of both Yaojia and Youbu along the Qujiang River Waterway was launched. Two national UHV projects were completed and 228 km of at least 110KV line were added to Jinhua. The Smart City Pilot Construction Pilot was carried out, making the city be listed among the "Broadband China" Model Cities. The development and utilization of underground space was strengthened, by newly developing 4.01 million square meters of underground space.

  5. Continuous improvement of people’s livelihood. Full efforts were made to benefit the people's livelihood: the public spending on people's livelihood accounted for 75.8% of the general budget expenditures, and ten projects closely related to the people's livelihood were accomplished upon schedule.

  The employment and social security system was improved. Seventy-six thousand people from the urban area got employed and the registered urban unemployment rate recorded 2.8%. The standards of minimum wage, pension, health care, unemployment insurance, basic living security of landless farmers, and basic living security of urban and rural residents increased year by year. The pension coverage and the medical insurance of urban and rural residents reached 97% and 98.8%, respectively. Medical aid was provided to 32,000 people in need. The social senior care service system was further improved, 1,553 home-based care service centers and 3,222 beds of institute care were added. Jindong was classified as China Top Ten Examples of Senior Care Mode Innovation. The construction of the indemnificatory housing was accelerated with 23,390 sets started construction and 5,327 sets completed. The drinking water access was improved in the rural area, benefiting 185,000 people. The people in poverty were supported, and the development of mountain areas was sped up.

  Social undertakings were accelerated. RMB 280mn was invested to renovate twenty-nine relatively weak schools, and the standardized primary and secondary schools accounted for 66% of the total. Wucheng, Jindong, Dongyang, Yiwu, Pujiang and Pan'an passed the national examination on basically balanced development of compulsory education; Lanxi, Yongkang and Wuyi passed the relevant provincial examination. All-around comprehensive reform of public hospitals was carried out, deepening the "Four Simultaneous Reforms" for primary health care institutions, and the "20-Min Medical Services Circle" came into being. The drug income of public hospitals declined by 4.7% and the business volume of primary health care institutions increased by 15%. The policy that allows couples to have two children if either parent is an only child was implemented and the sex ratio of newly-born babies has decreased for six years in a run. The cultural undertakings developed in prosperity and the projects of people's cultural benefits were carried out in depth. 221 rural cultural halls were established, and the "Happy Jinhua" Mass Festival was held. Four items were added to the National Intangible Cultural Heritage List, and the protection and utilization of 100 ancient villages of historical and cultural importance, including Songxi, Pujiang, among others, made new progress. The restoration project of Wuyi Yanfu Temple was started. Sports and fitness activities for the masses were carried out extensively.

  The social governing system was innovated. The “8890” service covered the whole municipality, making possible the interaction among the municipality, counties and towns. It received 129,000 complaints from the citizens, and the completion rate and satisfaction rate was above 99%. The social management of 110 for the emergency calls, 8890 for the non-emergency calls, and social forces for public service began to take shape. The Social Security Prevention and Control System and the Social Stability Risk Assessment Mechanism for Major Decisions were improved. The work related to letter-petition, mediation and community correction was reinforced. The Network Economy Legal Service Center and the Contradictions and Disputes Mediation Center were established. Criminal cases decreased by 4.9%, and the construction of Safe Jinhua advanced. The supervision of food and drug safety and the construction of primary responsibility network were strengthened. 170 rapid detection chambers for the safety of agricultural products and 21 safe farmers markets were built. The system of killing poultry at designated places and selling frozen poultry in markets was settled in the main urban area. The production system based o both  safety and responsibility was improved, and special operations against illegal actions and rule violations in the key areas were carried out. The regulation on explosive dust industry was strengthened, causing to shut down  101 and rectify 272 metal explosive dust enterprises.

  Undertakings of the aging people, the charity, the disabled people and the care of the next generation were developed in an all-around way. Workers' unions, Communist Youth League, women's federation and other mass organizations were supported, strengthening the ethnic, religions, aliens, Taiwan affairs, weather, civil defense, statistics, archives, local history, arbitration, and emergency management. We supported the national defense and army building, achieved the provincial model city of mutual support between army arm and people for five consecutive years. We deepened the Projects to Support the Development in Xinjiang, Tibet and Qinghai, and the work of “Pair-Up Assistance” was further advanced. We completed the third economic census.

  Over the past year, in accordance with the deployments of the Party Central Committee, Provincial Committee and Municipal Committee, the Municipal People's Government carried out the Mass Line Education and Practice Campaign with the theme of serving the people practically and honestly, focused on the problems of "Four Styles", listened to the people's voices extensively, conducted criticism and self-criticism, and acted promptly to rectify thirty-four issues concerning the work style. Demands from the grassroots and masses were responded, conducting special rectifications to reduce the too-many institutions, too-many activities and too-many inspections, and solving a number of issues left over by history. The official vehicles reform at the Municipal institutions was completed, the official reception standards were regulated, and22,000 square meters of office space were vacated. The government spending on official overseas visits, official vehicles and official hospitality decreased by 38.6%. The disclosure of government affairs was reinforced to promote the information disclosure of budget and final accounts, and the auditing supervision was further strengthened. The government implemented earnestly the resolutions of Jinhua Municipal People’s Congress and accepted consciously the legal and work oversight of the Congress, the democratic supervision of the Municipal CPPCC and the social supervision of the general people, and established the system for the Deputies and Members to attend the municipal government executive meeting as non-voting delegates. 288 motions of the Deputies and 426 proposals of the Members were handled properly.

  Fellow Deputies, the achievements we made last year did not come easily. We owe them to the correct leadership of the Party Provincial Committee, the Provincial People’s Government and the Party Municipal Committee, as well as the concerted efforts of the people of the whole municipality. Officials at various levels, especially the officials in the grassroots, spared no efforts performing their duties. On behalf of Jinhua Municipal People’s Government, I wish to sincerely thank the citizens of Jinhua, Deputies of the Municipal People’s Congress, Members of the Municipal CPPCC, retired officials, democratic parties, federation of industry and commerce, people’s organizations, and people from all sectors of society. Additionally, I wish to express my sincere gratitude to the members of People’s Liberation Army, armed police, offices of central and provincial governments stationed in Jinhua, and express my sincere appreciation and respect to the friends who show their understanding of and support Jinhua in the endeavor to achieve its development!

  Meanwhile, we are well aware of the problems in economic and social development and government work, which can be summarized as follows: prominent structural problems of economy, such as insufficient innovative capacities, lack of developmental platforms, weakness in investment potential, unfavorable period for the industrial transformation and upgrading ; increasing pressure on  resources and environment, such as the lack of environmental capacity and energy conservation space, difficulties in the tasks of water management, air quality improvement and traffic congestion reduction; the inadequate bearing capacity of urban and rural infrastructure such as the delay on environmental improvement of the lanes behind the revenues and suburbs between the city and countryside ; the partial weaknesses in work safety and food safety administration. The transformation of government functions was to be improved and the thinking way of rule of law was to be established. The capacity of administrating in accordance with the laws was to be strengthened and the emphasis was to some extent placed on item approving and law enforcement instead of supervision and service. The "Four Styles" was still risky to rebound. We will not dodge these problems and will take effective measures to solve and improve.

II. Major Tasks and Work Arrangements for 2015

  2015 serves both as a crucial year to comprehensively deepen the reforms  and a first year to promote the construction of the rule of law in an all-rounded way. To do well in our work this year, we face both several favorable conditions and many challenging difficulties. At present, China's economic development has entered a new normal, featuring changes in the growth rate, optimization of economic structure and conversion of developmental driving power. We will actively adapt to the new normal, seek for new developmental ways, and prioritize the transformation and upgrading, so as to create a more efficient, dynamic and attractive ecosystem of government affairs, entrepreneurship, innovation, natural environment and social development.

  The general requirements of government work this year are as follows:

  Fully implement the spirits of the Eighteenth Party Congress and the Third and Fourth Plenums of the Eighteenth Party Congress, earnestly implement the decisions and deployments of the Party Provincial Committee, the Provincial People’s Government and the Party Municipal Committee, follow the outline of "Double Eight Strategies" to focus on improving the developmental quality and efficiency, adhere to the general work guideline of seeking progress while maintaining stability, pay close attention to reform, strengthen innovation-driven development, highlight environment improvement, accelerate the transformation and upgrading, balance the urban and rural development, improve continuously the people's livelihood, deepen the construction of Jinhua governed by law in an all-rounded way, complete the targets and tasks set in the Twelfth Five-Year Plan, and lay a more consolidated foundation for the construction of “Two Riches”, “Two Beautifuls” and modernized Jinhua.

  The following are the major targets we set for the municipal economic and social development in 2015: Increase the regional GDP by approximately 8%, the general public budget revenue by over 8.5%, the per capita disposable income of permanent residents in rural and urban areas by over 9.5%, and accomplish the targets of energy conservation and emission reduction indicators assigned by the provincial people’s government.

  To fulfill the above-mentioned objectives and requirements, we will focus on the following eight aspects of work:

  1. Reform advancement to increase the vitality of development. We will facilitate the economic and social development under the guidance of reforms, and reduce the power of the government in exchange for the vitality of the markets.

  Docking initiatively the state strategies. We will integrate actively into the national strategies of the "Belt and Road” Initiatives and the Yangtze River Economic Belt, compile earnestly the 13th Five-Year Plan for Economic and Social Development, and make a sound plan of major platforms, significant projects and important initiatives. We will promote with full efforts the normalized operation of the “Yixin'ou” Sino-Europe Block Train, expand the exchanges and cooperation with the key cities along the “Belt and Road”, develop the road-rail joint transport, sea- railway joint transport and river-sea joint transport, and deepen the cooperation in international trade. We will actively join the Shanghai Pilot Free Trade Zone, strengthen institutional innovation, and undertake the transfer of advanced manufacturing and intellectual output. We will seize the opportunity of the opening of the Hangzhou-Changsha High-Speed Railroad to develop vigorously the “high-speed rail economy.” We will participate actively in the reform of the Regional Clearance Integration in the Yangtze River Economic Belt, and the Inspection and Quarantine Integration along the Silk Road Economic Belt. We will accelerate the construction of Grand Clearance and effectively apply for the approval of the Jinyi Comprehensive Bonded Zone. We will strengthen the construction of the Jinyi "cross-border clearance" platform, improve the functions of the electronic port, diligently carry out the pilot imports of cross-border e-commerce, and plan and construct the cross-border e-commerce industrial park. We will accelerate the establishment of Yiwu International Mail Exchange Office and International Mail Exchange Station.

  Accelerating the state reforms and pilots. We will implement in an all-round manner the Second Three-Year Plan of the Yiwu Pilot Comprehensive Reform of International Trade, deepen the reform of facilitation in trade, investment and financing, logistics, customs clearance and public services, innovate the supervision and control system, and promote the integrated development of the ordinary trade, market purchase and cross-border e-commerce. We will accelerate the National Modern Service Industry Comprehensive Pilot, innovate the investment and financing system, and strengthen the construction of featured platforms and projects. We will also do well in the Hilly Slope Comprehensive Development and Utilization Pilot Program, and accelerate the construction of the Yiwu National New Urbanization and Rural Reform Pilot Area.

  Advancing in-depth the reform of market allocation of elements. We will summarize the provincial expanded pilot practice of Dongyang and Pujiang and increase the remediation efforts for the "Four Breakthroughs." We will improve the average yield and benefit assessment mechanism, differentiated factor allocation mechanism, and inefficient land replacement mechanism. We will also implement the industrial land policy of selling phase by phase and managing throughout the life so as to increase average yield of industrial land. We will conduct actively the Reclamation and Utilization Pilot of Abandoned Industrial and Mining Land. We will deepen the reform of investment and financing system, promoting the government and social capital cooperation mode, improving the institutional mechanisms of major projects construction. The social capital will be used to make a full play of the government bond as a financing leverage, and guide the social capital to invest in infrastructure and social programs. We will put into practice the financial rewards and penalties system for the ecological environment protection and improvement, explore the establishment of the water environment regional compensation mechanism linked to the total emission of pollutants. We will advance the reform, integration and restructuring of the state-owned enterprises, establish the guiding fund for major industrial development, and explore the establishment of new financial organizations.

  Deepening continuously the reform of urban and rural system. We will accelerate the confirmation, registration and certificate-issue of homesteads, achieve full coverage of confirmation and registration of land contractual and management rights, and improve the paid-use and exit mechanism of rural homestead. We will speed up the joint-stock reform of the village collective economy, and build the trading platform of rural integrated property rights. We will promote the unified registration of immovable property and deepen the reform of household registration management system.

  2. We will stabilize the growth to maintain the momentum of catch-up development. We will give equal priority to quantity and quality so as to achieve steady and healthy development.

  Enhancing the key role of investment in stabilizing the growth. We will optimize the investment structure, and invest in six areas, including infrastructure, developmental platforms, leading industries, technological innovation, people's livelihood and environmental protection. We will carry out the Three-Year Plan of Doubling Input of Industrial Technological Innovation, promote the transformation of villages in the town, and the Double Ten Billion Investment Plan of "Five-Water Management". We will attach great importance to Zhejiang (Jinhua) Merchants Round-Trip Investment, Foreign Direct Investment and Docking of Central Enterprises projects, reinforce the protional investment of industrial chains, developmental platforms and developmental environment, and focus on a number of major investment and cooperation projects. Higher priorities will be given to the reservation and the preliminary work of projects.

  Enhancing the supportive role of export in stabilizing the growth. We will rely on the Yiwu international trade reform and promote the sustained growth of exports. We will reinforce the support to the building of export bases, export brands, exhibitors and comprehensive foreign trade service platforms, develop vigorously the imports and processing trade, and promote the balanced development of imports and exports.

  Enhancing the basic role of consumption in stabilizing the growth. We will create featured commercial districts, hold the Central Zhejiang Shopping Festival, build the Central Zhejiang Commerce and Shopping Center, and cultivate online shopping, travel, health, sports, culture and other consumers' hot spots.

  Enhancing the leading role of real economy in stabilizing the growth. We will accelerate the incubation program of large enterprises, groups and fast-growth companies, and vigorously promote the program of "transforming self-employed people into companies, growing small companies into enterprises above designated size, upgrading enterprises above designated size into joint stock companies, cultivating joint stock companies into listed companies". We will cultivate vigorously 100 large enterprises and groups and 100 fast-growth companies, increase another 50 joint stock companies, 1,000 companies from self-employed people and more than 200 enterprises above designated size from small companies. We will carry out the Three-Year Action Plan of Small Workshops Cleaner Production. We will reinforce the support on small and micro enterprises, implement the burden-reduction policy with innovated methods, and increase the viability and competitiveness of small and micro enterprises. We will resolve actively the risks of corporate capital chains and guarantee chains, and increase the enterprises' capability to resist the risks. We will strengthen cooperation among governments, banks and enterprises, and carry out the annual check system of bank loans for the credible enterprises. Comprehensive measures will be adopted to promote the steady and healthy development of construction and real estate industries. We will deepen the reform of fiscal system and strengthen the management of government debts.

  3. We will restructure the economy to establish the system of modern industries. Following the development direction of the Seven Provincial Industries with RMB-1-Trillion Output and the work requirement of "one industry, one plan, one set of policies and one team of leaders", we will improve the promotional mechanism and the service system, and focus on fostering and developing "Five Industries with RMB-100-Billion Output."

  Developing vigorously the information and network economy. With particular emphasis on the e-commerce, we will cultivate  information and software, communications services, e-commerce logistics, Internet banking and cloud industry, and accelerate the construction of the Cainiao – Jinyi E-Commerce New City, the Zhejiang Normal University Network Economy Innovation Park and the Peking University Information Technology Park, among others. We will make tremendous efforts to introduce well-known Internet companies both at home and abroad, strengthen the support of the full industrial chains, promote the integration of online and offline market, and accelerate the construction of the National E-Commerce Operators' Pooling Center and the Major City of Network Economy. We will strive to make the total of the output value of online retail sales, business revenue of software and information services, and output of electronics and information manufacturing industry exceed RMB 200bn.

  Developing vigorously the advanced equipment manufacturing industry. We will support the development of new energy vehicles, automobile and automobile parts, new farming machinery and equipment, high-end CNC machine tools, intelligent electronic technology equipment. We will speed up the industrialization of new architecture, improve the equipment level with information technology application, transform the industrial process, and promote the intelligent production of high-end manufacturing. We will strive to make the output value of advanced manufacturing exceed RMB 200bn.

  Developing vigorously the health and bio-pharmaceutical industry. We will accelerate the construction of Jinhua Modern Bio-Pharmaceutical Industrial and Wuyi Organic TCM Health Park, foster the CONBA Health Industry Belt, and create the e-commerce logistics platform for the pharmaceutical industries. We will introduce the well-known pharmaceutical companies and research institutions, support drug development and industrialization, and speed up the construction of the Central Zhejiang Featured Pharmaceutical Industrial Base. We will strive to make total value of the health industry exceed RMB 60bn.

  Developing vigorously the cultural, TV and fashion industry. We will support the development of the network services, video creation, cultural creativity, industrial design, clothing, crafts and painting and other featured industries, and accelerate the construction of the Hengdian Experimental Area of Film and Television Industry. We will hold the Yiwu Cultural Products Trade Fair, the Dongyang Woodcarvings Fair and the Pujiang Calligraphy and Painting Festival. We will promote the integration development of culture and industries, create brands of cultural industry, increase the proportion of cultural industries, and enhance cultural soft power. We will strive to make the output of cultural industry exceed RMB 200bn.

  Developing vigorously the leisure, tourism and service industry. We will make concerted efforts to create five themed tourism brands, attach importance to the development of featured tourism products, promote the connection among the scattered scenic spots, and make plans for the unified tourism development of the Jinhua Mountain. We will accelerate the development of "Beautiful Economy", promote the integration of leisure tourism and traditional village culture, foster rural guesthouses, health and senior care centers, sports and leisure, and other industries. We will strive to make the both the tourists and the tourism revenue increase by more than 16%.

  4. We will promote the innovation to improve the quality and efficiency of development. We will enhance the innovation-driven development and promote the business start-up and innovation of the mass people.

  Establishing the innovation platforms. We will plan and construct the Jinhua International Science and Technology City in accordance with the target and position of "Seven in One", accelerate the launch of China and Germany Science and Technology Park, and boost the development of the Jinhua Science and Technology Park of the Chinese Academy of Sciences, Jinhua National Agricultural Science and Technology Park, Yongkang Modern Agricultural Equipment Hi-Tech Zone, and Wuyi Science and Technology City, among others. With the major industrial counties (cities) and major industrial towns as the focus, we will integrate, optimize and upgrade various types of industrial pooling areas, development zones and industrial parks. We will speed up the construction of the headquarters economy, information economy and pooling area of the service sector, and promote the overall advancement of industrial agglomeration, industrial innovation and industrial upgrading. We will strive to promote the output value of Yongkang's industries above the designated size to exceed RMB 100bn, and support Yiwu, Lanxi, Dongyang and other major industrial cities to compete for higher rankings. We will accelerate the construction of the extensive data, cloud computing, cloud services and other information network technology platforms; automobile parts, metal doors, mahogany furniture, textile and other quality inspection centers; and introduce vigorously the small and medium enterprises cross-border e-commerce cloud platform.

  Cultivating innovative entities. We will carry out the "1168 Program of Replacing Human with Machinery" and do well in the building of the Demonstration Enterprises of Industrialization and IT Application Integration and the pilot enterprises of "Three Renowns." We will support the construction of the Enterprise Institutes and the High-Tech R&D Centers, make a full play of the industrial funds and business start-up and investment guidance funds, and increase more than sixty National High-Tech Enterprises. We will promote the R&D (the research and experimental development expenditures of the whole society) to account for more than 2% of regional GDP, and increase more than 630 invention patents.

  Transforming the innovation achievement. We will adhere to the "business-oriented, market-led and government-driven" principles and encourage the universities and colleges to set up the technology transfer centers, pilot test bases, test centers and data centers in Jinhua. We will develop vigorously the online technology market, accelerate the construction of academicians and experts workstations, post-doctoral research stations and high-level overseas talents business start-up and innovation bases. We will launch the campaign to build the National Demonstration City of Best Quality.

  Pooling the innovation talents. We will carry out in-depth the “One Thousand Talents Program” and "Shuanglong Talents Program", strengthening the matching and project cooperation with overseas talents and foreign experts, and setting up bank of talents. We will introduce 1,000 high-end talents and more than 10,000 talents in shortage, train 20,000 talents of skills, and strive to establish the reform and experimental area of talents management in such fields as information and networks, culture and film, and television.

  5. We will improve the environmental conditions to accelerate the construction of Beautiful Jinhua. We will give top priority to ecological conservation, forcing industrial restructuring, and continuing to promote vigorously the comprehensive improvement of urban and rural environment.

  Managing the water to make the water clean. We will carry out ten projects to improve the water quality in an all-rounded way, in order to get rid of water inferior to Class V in the main streams, maintain and improve the water quality, and upgrade four counties to the Provincial "Clear Three Rivers" standards. We will implement 286 sewage treatment projects, promote the renovation of the sewage outlets along the rivers, accelerate the construction of both urban and rural sewage closures and channels, renovate the sewage treatment plants, and promote the third-party operating mode. Dyeing, chemical, paper making, electroplating and other heavy polluting and high energy-consumption industries will be rectified according to the relevant laws. We will increase the efforts to reduce the non-point agricultural source of pollution, enforce strictly the regulations of no-raising areas, limited-raising areas and raising areas, and accelerate the transformation and upgrading of animal husbandry. We will implement the Three-Year Action Plan for Permanent Basic Farmland and Soil Remediation, and   improve the water conservation policies in ecological function areas to reinforce the protection of drinking water sources. We will accelerate the project to ensure water supply of key areas, and complete and put into operation the Jinhua Second Water in June, 2016. We will reinforce the embankments of reservoirs to reduce the risks, the renovation of small and medium-size rivers, advance both the flood control and drought relief. We will promote the construction of the water-saving city, accelerate the construction and transformation of urban drainage network, and conduct the pilot program of reclaimed water reuse.

  Improving air quality for a blue sky. We will implement the Three-Year Action Plan of Coal-Fired Plants' Clean Emissions Renovation, and strive to realize the clean emission of all the coal-fired power plants and cogeneration power plants in 2017. We will accelerate the technological transformation of clean emissions for the coal-fired boilers, industrial furnaces and cement enterprises. We will carry out the Free of Fireworks System of Heavy Polluted Area, shut down and relocate high-polluting industries, and renovate comprehensively the fume of the cooking oil and the waste air of dry cleaning industry. We will ban the fireworks and crackers within the Second Ring Road but for the New Year's Eve and the first and fifteenth day of the first month of Chinese Lunar Calendar. In 2016, we will carry out the ban of fireworks and crackers completely. We will intensify efforts to popularize new energy vehicles. We will realize the complete coverage of dust control measures in construction sites and mines. We increase the mechanized sweeping of the urban roads and achieve the 24-hour cleaning of main streets in the urban area. We will strengthen the monitoring and warning of smog weather.

  Alleviating the traffic congestion for smoother transportation. We will carry out the Five Actions to Reduce Traffic Congestion and work together with counties and cities to fight against the overloading of trucks. We will transform and optimize the nodes of road network, and connect the dead-end roads. We will give priority to the development of public transport, accelerate the implementation of BRT (Bus Rapid Transit) projects, and strengthen the operation and management of both public bicycles and public parking lots. We will advocate polite behavior in driving and walking on the roads, and encourage the citizens to choose green means of transport.

  Advancing the renovation to make the city and countryside beautiful. We will carry out in-depth the campaign of "Free of Illegal Constructions", strive to create one County Free of Illegal Constructions and twenty Towns (Sub-Districts) Free of Illegal Constructions. We will promote vigorously the renovation of the Erqi Block and the shanty towns of Shimen Farm. We will intensify the efforts of renovation for the lanes behind the revenues and start the transformation of thirty-seven villages in the town, fourteen of which are situated in urban areas. We will carry out special rectifications on both illegal buildings and illegal "more-than-one homestead for one household" in rural areas. We will complete the environmental remediation along the high-speed railways, expressways and state highway. We will demolish more than 3mn square meters of illegal buildings, and transform 2.1mn square meters of villages into towns, 1.2mn square meters of old residential areas and 0.75mn square meters of old factories.

  6. We will accelerate the construction to increase the level of new urbanization. We will implement earnestly the Resolution on Further Promoting New Urbanization made by the Standing Committee of the Municipal People’s Congress, advance the urban planning, construction and management with high standards, and accelerate the construction of a boutique city.

  Reinforce the guidance of planning. We will follow the Jinhua-Yiwu Metropolitan Area Planning Outline and the target position of the New E-Commerce City, New Starting Point of the Silk Road, Advanced Equipment Manufacturing Base and Leisure and Tourism Resort Base, optimize the spatial layout, urban layout and industrial layout of the infrastructure along the "One Axis Two Belts", and gradually improve the four-level planning system of central cities, satellite cities, central and featured towns, and central and featured villages. We will further improve the main functional area planning of central business districts, new urban areas, and ecological conservation areas, among others, compile the special planning for major infrastructure and supportive facilities of the conurbation, strengthen the urban design and promote "More Planning in One" project.

  Constructing the core urban area. We will accelerate the development of the Duohu Central Business District, build the "Three-Vertical and Four-Horizontal" road frame, advance the construction of the Central Zhejiang Headquarters Economy Center, Regional Financial Services Center, Urban Business and Creation Center, Jinhua Science, Technology and Culture Center, and Urban Ecological Recreation Center, and improve the landscape of the Six Waterfronts along Three Rivers. We will accelerate the planning and construction of Huhaitang Lake, Jianfeng Mountain, Shimen Farm and other functional areas. We will advance the construction of the Wucheng New Urban Area, Jindong New Urban Area and Jinxi Block of the Jinhua Economic and Technological Development Zone,;improve the relevant functions, accelerate the industrial pooling and attract more people and businesses to settle down. We will speed up the construction of the Jinyi New Urban Area; cultivate with special emphasis the e-commerce, modern logistics, research and development, and cultural creation industries; run the Network Economy College; and promote the integrated development of industries and city. We will plan and build Yiwu with high standards into the Silk Road New Area, the Port and Land New Area and the Science and Technology Innovation New Area. We will deepen the construction of Smart City, Fiber-Optic Network City, and "Broadband China" Model City. We will improve the development and utilization of urban underground space.

  Enlarge the one-city effect. We will put into practice the Three-Year Action Plan of Metropolitan Area Construction, and promote the construction, sharing and connectivity of transportation, water supply, electricity supply, gas supply, environmental protection, tourism, communications and other infrastructures. We will accelerate the expansion and reconstruction of the Jinhua-Wenzhou Railway, launch the construction of the Jinhua-Taizhou Railway, and strengthen the preparatory work for the Ningbo-Jinhua Railway, Jinhua-Jiande Railway, Jinhua-Yiwu-Dong Intercity Rail and other projects. We will speed up both the construction of the southern part of Jinhua Railway Station and the relocation of the freight yard, plan and construct the Central Zhejiang Road and Railway Joint Transportation Harbor. We will promote coordinately the construction of  the Hangzhou-Jinhua-Quzhou Expressway (Reconstruction and Expansion), Lin'an-Jinhua Expressway, Hangzhou-Shaoxing-Jinhua-Taizhou Expressway, State Highway G330 (Reconstruction), Tangxi-Jiufeng Highway, Jinhua-Yiwu Highway (Middle), Jinhua-Lanxi Highway (Middle), Jinhua-Yiwu-Yongkang Highway, State Highway G351 (Dongyang-Pan'an Section) and other projects. We will accelerate the development of the Qujiang River Waterway and carry out the power transmission and transformation projects in Yongkang and other cities.

  Enhancing urban management. We will consolidate the results achieved in the creation of the National Health City; strive to build National Culturally Advanced City and National Forest City with clearing, afforestation, beautification, lamp-lighting, orderliness and proper behavior as the main contents; and accelerate the construction of both an intensive and connoted boutique city. We will promote the standardized and detailed management of city appearance and municipal facilities, and improve grid administration system. We will discover historical and cultural resources and make a full play of the advantages of renowned cultural heritage.

  7. We will revitalize the countryside to balance the development of urban and rural areas. We will comprehensively strengthen the work concerning agriculture, rural areas and farmers and actively promote the integration of urban and rural areas.

  Accelerating the transformation of agricultural development mode. We will enhance the construction of grain production areas and modern agriculture parks, accelerate agricultural science and technology innovation, promote various forms of rural land transfer, encourage industrial and commercial capital to be invested in the development of environmental controlled agriculture, and accelerate the development of green and eco-friendly agriculture. We will develop vigorously the upland grain production and establish the "Rice Bag" and "Vegetable Basket" projects. We will promote the ecological mode of crops-planting and livestock-raising integration, and support the construction of the ecological and scaled farms in the raising areas. We will formulate the quality standard system for such traditional products as Jinhua Hams, Jinhua Crispy Pies and Xuanping Lotus Seeds, and create the brands of Jinhua organic agriculture, quality agriculture and featured agriculture. We will support the development of family farms and other new agricultural entities.

  Cultivating featured towns and charming villages.In order to launch the construction of ten featured towns, including Wucheng Eco-Friendly Town and Pan'an Jiangnan Medicine Town,among others, their planning and layout will be integrated, carrying out the construction in batches according to their classifications, which feature ecological leisure, cultural experiences, emerging industries and traditional industries. We will accelerate the development both of small cities and  central towns, promote the construction of urban infrastructures and the extension of basic public service to the rural areas, and advance orderly the willing migrant farmers to settle down as urban residents. We will promote in-depth the construction of beautiful countryside, continue to implement the "12510" Boutique Incubating program, start the construction of pilot model of "Central Zhejiang Residential Houses", and launch the construction of nine Landscape Itineraries, forty-five Boutique Villages and ninety Beautiful Villages. We will intensify the efforts to protect ancient villages, ancient residential houses, ancient buildings and intangible cultural heritage, and promote the construction of twenty Legendary Charming Villages.

  Promoting the sustainable increase of farmers’ income. We will strengthen the vocational and technical training of farmers, enhance the development of the processing industry of given materials, and support the construction of farmers business start-up bases. We will develop vigorously the rural e-commerce and accelerate the construction of Internet-based retailing platform for agricultural products.

  Advancing the economic development in mountain areas and taking targeted measures in poverty alleviation. We will support the construction of Pan'an Ecological Function Area, promote the upgrading development of the Jinpan Poverty Alleviation Development Zone, and accelerate the improvement of production and living conditions in such ethnic towns or townships as Liucheng of Wuyi and Shuiting of Lanxi.

  8. We will improve the livelihood to increase people’s happiness. We will consider benefiting the people's livelihood as both the starting point and the ultimate goal of the reform and development, and make more development results benefit all citizens in a more equitable way.

  Enhancing the employment and social security. We will improve the policy system and service mechanism of employment promotion, entrepreneurship encouragement and independent job-selection, and do well in the employment of the university and college graduates and other groups of people. We will improve the collective wage negotiation system and the minimum wage adjustment mechanism, raise timely the basic pension standards and the basic living allowances for urban and rural residents, and promote the general income increase for urban and rural residents. We will promote the universal insurance registration, improve the "Five Fees in One" policy, and realize the full insurance coverage of the qualified insurers. We will promote the full coverage of the urban and rural home-based senior care centers, explore new modes of "home-hospital integration", and increase the guarantee level of senior care. We will improve the social assistance system and ensure the basic livelihood of the people in need.

  Advancing the reform and development of social undertakings.We will deepen the reform of education to enhance  educational philosophy, improve  teachers training, shape  campus culture, and accelerate the modernization of education. We will implement the Second Round of Three-Year Action Plan for Pre-School Education. We will strengthen the planning, design, construction and management of schools, increase the efforts in the building of the standardized primary and secondary schools, and promote the equal development of compulsory education in accordance with high standards. We will improve the education quality in high schools, promote the featured development of vocational, and implement the improvement program for special education. We will support the development of Zhejiang Normal University, Shanghai University of Finance and Economics Zhejiang College and others universities in Jinhua, run well Jinhua Polytechnic and Yiwu Industrial and Commercial College (YWICC),. We will support and regulate the development of private education. We will deepen the reform of public hospitals and the performance reform of primary health care institutions, implement the tiered medical services and responsible doctors contraction system, and promote the central hospitals in the counties or cities and the community hospitals in the towns or townships to establish  close medical union with two-way referral, resource sharing and advantage complementation. We will strengthen the infrastructure construction of disease prevention and control, enhance the comprehensive management of new-born sex ratio, and improve family planning service of  floating population. We will promote vigorously the projects benefiting people's cultural life, promote the protection of the intangible cultural heritage and the construction of rural cultural halls, sponsor the Shi Guangnan Music Festival, hold the "March 3" She Ethnic Group Cultural, and launch the compiling of Jinhua History and Culture Series. We will carry out sports activities for the mass people and develop the undertaking of sports. We will implement in-depth the Development Programs for Women and Children and accelerate the development of the cause of ageing people. We will strengthen the disaster warning and contingency management.

  Innovating the social governance of the grassroots. The construction of "Credible Jinhua" will be promoted to advocate the contract spirits, carry forward the fair order and sound morals, and build social credit system with corporate credit as its focus. The establishment of 8890 service call network will be deepened to integrate social resources, improve systematic functions and increase specialized, market-oriented, social services. The publicity and education of law popularization will be reinforced to intensify the concept of rule of law. We will deepen the construction of Safe Jinhua; improve dimensional social security protection, control system,  prevention, and resolving mechanism of conflicts and disputes. The building of community work staff will be strengthened to improve work conditions and better the public services in communities. We will regulate the development of social organizations, make a play of village regulations and non-governmental agreements, and enhance the autonomy level of grassroots organizations. The workplace safety will be strengthened to carry out the main responsibility of enterprises and to promote the standardization of workplace safety. We will intensify the supervision and control of food and drug safety and attach great importance to network security.

  Accomplishing ten projects immediately related to people’s livelihood. The fiscal input will be increased to improve both air and water quality, reduce dust, give priority to development of public transport, improve education, guarantee assistance, expand employment, ensure food and drug safety, care of senior people, benefiting people's cultural life, improve the urban and rural public services and other ten practical projects immediately related to people's livelihood. At the same time, we will further improve the work concerning  ethnic groups, religious affairs, foreign and overseas Chinese affairs, Taiwan affairs, civil defense, meteorology, statistics, archives, local history, heritage protection and care about next generation, among others. We will strive to become a national model city of mutual support between army and people for three years in a run, and promote the Projects to Support the Development in Xinjiang, Tibet and Qinghai, and the work of “Pair-Up Assistance”.

III. Accelerating Building a Law-Abiding Government

  We will implement conscientiously the spirits of the Fourth Plenum of the 18th Communist Party of China (CPC) Central Committee, and accelerate the construction law-abiding government with characteristics of scientific functions, law-authorized powers, strict law enforcement, fairness and openness, cleanness and efficiency, and honesty and credibility.

  Accelerating the transformation of government functions. We will adhere to the principles of executing resolutely  statutory duties and doing nothing without  legal authorization, increase the awareness of performing duties according to law, and promote the law-prescription of government agencies, functions, powers, procedures and  responsibilities. We will establish and improve the adjustment mechanism of "Four Lists", and expand the service network of government affairs. We will deepen the reform of the business registration system and the administrative examination and approval system, comb the preconditions for examination and approval, try the "One Window" acceptance service and implement the "Three Certificates in One" registration system. We will cultivate and regulate intermediaries and promote the intermediary to reduce procedures, time and costs. We will carry out the zero examination and approval system for the investment beyond the negative list and without purchasing land. The efficiency of examination and approval of independent site-selecting projects should be improved, and the market-oriented element supply mechanism should be established for the non-independent site-selecting projects. We will establish and improve the supervision and control system in and after the examination and approval. We will deepen the reform government procurement of public services, carry out the government procurement of legal services system, and increase the online government procurement. We will optimaze the bidding system in line with law, establish the credit system of corporations and intermediaries, carry out the "red list" and "blacklist" system, and establish encouraging mechanism for law-abiding and integrity and the punishing system for law-breaking and dishonesty.

  Improving the system of making decisions in line with law. We will establish the system of learning law during the municipal government executive meeting, improve the system of legal examination before appointing leading officials, carry out the training and updating of legal knowledge for the civil and improve the capability and level of decision-making, administrating and governing in accordance with law. We will implement strictly such statutory procedures as soliciting opinions from the public and conducting expert evaluation, risk assessment, legality review, and collective discussion. We will report to the Municipal People's Congress and consult with the CPPCC Municipal Committee before major decisions making. Additionally, the Deputies' and Members' participating mechanism of major decision will be established and improved. Legality review and filing of regulatory documents, legality review and filing for the contracts of public resources utilization, and experimental ways  to establish the follow-up and evaluation mechanisms for the major decisions will be strengthened. We will promote vigorously the government legal counsel system, and strengthen the construction of legal counsel work staff at three administrative levels: municipality, counties and townships.

  Regulating the actions of administrative law enforcement. The reform of administrative law enforcement system will be advanced to scientifically define the authority of law enforcement. The comprehensive law enforcement will be implemented to reduce the types of law enforcement staff, and the pilot cross-department comprehensive law enforcement will be carried out. We will accelerate the comprehensive law enforcement in both towns and townships, and improve the comprehensive law enforcement system in development zones, scenic areas and water source protection areas. The responsibility system of the administrative law enforcement will be implemented to regulate, manage and assist law enforcement officers. We will increase the law enforcement on environmental protection, urban management, "Five-Water Management", "Three Renovations and One Demolishing" and other key areas, and punish severely the violations in accordance with the law. We will implement the administrative enforcement case main responsible person system, case review system and major law enforcement decision legal review system. We will implement strictly the administrative enforcement discretion benchmark system.

  Increasing the publicity of government affairs. We will adhere to the principle of being open to public as the norm and close to public as the exception, and promote the open decision-making, implementation, administration, service and results guideline. We will open to the whole society such items as government functions, legal basis, responsible departments, duties and powers, management procedures,  supervision methods. We will also make public the complete process of administrative examination and approval, and the types, bases and results of administrative penalty cases. We will further promote information disclosure in such key areas as performing administrative power, fiscal budgets and final accounts, allocation of public resources, public services, public supervision, approval and implementation of major projects, construction of social welfare cause. We will promote the information disclosure according to the application.

  Intensifying the construction of work style and clean government. We will consolidate and expand achievements made in the Mass Line Education and Practice Campaign, continue to implement earnestly eight-point decision on improving Party and government conduct, curb strictly the official spending, deepen the reform of official vehicles, and resolutely curb the rebound and resurgence of the "Four Styles". We will carry out the "Three-Strict and Three-Real" special education program, reinforce the awareness of responsibility and the spirit of innovation, implement completely the responsibility system and accountability system, and increase the executive power of government. We will improve the corruption prevention and control mechanism and strengthen the law enforcement, corruption and performance monitoring. We will also intensify the auditing supervision and attach great emphasis to the auditing of public funds, state-owned assets, state-owned resources and leading cadres' fulfillment of economic responsibility. We will cage the power into the system and establish a clean government.

  Fellow Deputies, accepting the supervision initiatively is an important part of building a law-abiding government. The Municipal Government will resolutely implement the resolutions and decisions of the Municipal People's Congress and its Standing Committee, and report the work timely and initiatively to the Municipal People's Congress and its Standing Committee. We will accept initiatively the democratic supervision of the CPPCC Municipal Committee, accept consciously the judicial medium and public supervisions. We will take into consideration opinions and suggestions of other political parties, federation of industry and commerce, public figures without party affiliation, people's organizations and people of all walks of life. We will handle carefully the motions, proposals and suggestions, increase the efforts to realize the handling led by or done directly by the leaders, and improve the handling methods and handling quality of handling, so that the majority of the people will be more satisfactory.

  Fellow Deputies, a new year has started, and we are now standing on a new starting point, with tremendous responsibility and glorious mission. By uniting closely around the Party Central Committee with Comrade Xi Jinping as General Secretary, and working under the strong leadership of the Party Provincial Government, Provincial Government and Party Municipal Committee, shall we rely closely on all the people, handle properly the new normal, the new trend and new opportunities, work together, forge ahead, strive for programs of "One-Three-Five" and "Four Doubles", and spare no efforts to speed up the construction of the modernized Jinhua of "Two Riches" and "Two Beautifuls!"
