Li Binfeng was born in August 1976 in Yiwu, Zhejiang Province and joined the Communist Party of China（CPC） in November 1999. He received a master’s degree from the Zhejiang Provincial Communist School and started his career in August 1996. Li served as deputy director of Secretariat of Office of the CPC Yiwu Municipal Committee, the director of General Affairs Division of Office of the CPC Yiwu Municipal Committee, deputy director of the Office of the CPC Yiwu Municipal Committee, mayor and secretary of the Party Committee of Shangxi Town, Yiwu City, the director of the Party Construction Division in New Economy and New Social Organization of the Organization Department of the Jinhua Municipal Committee, member and secretary of discipline supervision of the Work Committee of the Departments Under the CPC Jinhua Municipal Committee, deputy director of Office of Jinhua Municipal Committee, Standing Committee Member and head of the Organization Department of CPC Pujiang County Committee, deputy secretary and Politics and Law Committee secretary of the CPC Pan’an County Committee, deputy secretary of Party Working Committee and the director of the management commission of Jinhua Economic and Technological Development Zone, Party secretary and director of the Jinhua Municipal Bureau of Natural Resources and Planning.
