On the afternoon of December 28, the Zhejiang Provincial Government Information Office held the 97th press conference on pandemic prevention and control. At present, the pandemic prevention and control in Zhejiang continues to improve. But as the New Year and Spring Festival holidays are approaching, the mobility and gathering of people will increase; thus the task of pandemic prevention and control is still crucial. It is necessary to adhere to the general policy of “dynamic reset,” further improve the normalized prevention and control of the pandemic based on a system of precision and intelligent control, and fully implement measures of inspection, quick responses, and policies of isolation. Mechanisms of control focus on science, accuracy, strictness, and precision.

1. Improvement of functions of the digital command platform

It is crucial to adhere to the principles of systematic integration, collaboration, and efficiency; build a provincial-level platform for precise and intelligent control that iteratively upgrades the mechanism of health code, travel code, and health index; improve health code assignment rules and precision intelligent control index through the adoption of digitalized support.

2. Strictly strengthen epidemic prevention and control line of defense

It is also recommended to do well-in-advance plan formulation, personnel training, material storage, emergency drills, and other tasks to ensure that the emergency command system and work system are always active. Once a risk point is discovered, immediate action is needed to block the risk as soon as possible. Meanwhile, continuing to strengthen the safe and orderly mobility of personnel is fundamental, as well as limiting non-essential trips throughout the province, strictly restricting travels to medium- and high-risk areas and counties outside the province.

Control measures also include strictly controlling crowd-gathering activities such as temple fairs, large-scale theatrical performances, exhibitions, and offline sales promotions. The main responsibility of public places and venues consists of adhering to the prevention and control measures such as checking health codes, measuring temperatures, and wearing masks.

3. Implementation of various measures for external defense

Full implementation of the pandemic prevention instructor system is necessary in provincial airports, including Hangzhou, Ningbo, Wenzhou, and Yiwu, and five sea ports: Ningbo, Wenzhou, Jiaxing, Zhoushan, and Taizhou.

Regarding entry, transfer, isolation, admission, and treatment in designated hospitals, the province of Zhejiang will further improve control measures and strictly achieve spatial division, personnel classification, and control of risks.

4. Control focused at the grassroots level

It is necessary to enrich the front-line prevention and control forces in villages and communities, strengthen the grid management of residents returning from other areas, and urge and guide relevant personnel to conduct health monitoring after returning to their hometowns, as well as limiting unnecessary movements.
