On February 8, 2023, the Jinhua government held the third session of the Eighth Municipal People's Congress. Mayor Xing Zhihong delivered a report on governmental progress. The summary version of Jinhua's achievements in economic and social development and the goals and tasks of the government in 2023 follows:

Urban and Rural Construction was Improved and Upgraded:
Jinhua updated measures for protecting local ecosystems, designating permanent cropland, and delineating boundaries for urban development. Some key projects were relocated to protect cultivated land. The total area was 41.33 square km and ranked first in the province. The Jinhua-Yiwu-Dongyang municipal rail transit was completed and put into trial operation. Jinhua won the title of "the national demonstration area of ecological civilization construction" and "the national demonstration area of sponge city construction" and was included in the list of national waste-free cities. Jinhua has curbed the improper use of 64.67 square km of agricultural land and the improper use of 81.33 square km of land reserved for grain production, which achieved significant increases in grain cultivation and yield.
The Provincial Games Were Held:
The 17th Games of Zhejiang Province was the biggest one yet. The scale, the number of sports events, and the number of participants reached a record high. The number of gold medals, total medals, and total scores of the Jinhua delegation ranked fourth in the province, creating the best record in history.
(1) Common Prosperity Has Been Strengthened and People's Livelihood Has Been Improved:
128,000 new jobs were created in urban areas. The capacity of public primary and secondary schools and kindergartens was increased to enroll an additional 6,050,000 students. Three Class III hospitals have been added, and the mutual recognition rate of medical examination results ranks second in the province. A city with universal medical insurance was established, and Jinhua's outpatient payment pilot mode was popularized throughout the province. This keeps the burden placed on people for treating serious illnesses at the lowest in the province.
(2) Jinhua Strengthens Governance and Eliminates Risks to Ensure Social Security and Stability:
The security index and the production safety control index ranked at the top in the province. The security administration was strengthened, and the anti-fraud index ranked among the top.
Overall Requirements and Objectives:
The main goals of Jinhua's economic and social development in 2023 are as follows: The region will achieve a regional GDP growth higher than 6% and maintain the public budget revenue at pace with the economic growth. In addition, residential income shall grow faster than economic growth, and rural income shall grow faster than that of the urban residents. R&D expense to revenue ratio will be over 2.75% and the growth rate of major economic indicators shall be generally higher than the provincial average.
Jinhua Focuses on Improvement and Strives to Promote the Economy：
To boost Motivation through New Policies:
Jinhua will comprehensively undertake a series of national policies and a provincial "8+4" policy package ("8" refer to policies for eight key fields including effective investment, scientific and technological innovation, the 415X advanced manufacturing industry cluster, the high-quality development of modern service industry, the world-class port and well-developed transportation, domestic demand and opening up, rural revitalization and urban-rural integration development, and people's livelihood, and the "4" refers to policies for four elements of finance, natural resources, energy, and talents). Jinhua will develop a policy package specific for the city. They will ensure that the local government's special bonds account for 10% of the province's share, strive for 13.33 square km of new construction land, and reduce the burden of market entities by more than 18 billion RMB while increasing loans by more than 220 billion RMB throughout the year.
To Attract More Investmen:
Jinhua will achieve results in the fields of common prosperity, implement 100 major landmark projects, and push the city to complete the fixed asset investment of 225 billion RMB, with an increase of more than 10%.
To Stimulate New Vitality in Consumption:
Jinhua will expand the capacity and improve the quality of the trade circulation industry and cultivate more than 500 companies that were recorded in the information base. Jinhua will accelerate the integration of online and offline consumption and achieve online retail sales of 440 billion RMB. Jinhua will implement the idea of "one city, one policy" to build 29,000 affordable units of rental housing.
To Expand the Export Market:
Jinhua will organize more than 100 groups from nearly 4000 companies to "go global" and seize overseas orders. They will participate in more than 100 key domestic and foreign exhibitions including the Canton Fair, the China International Fair, and the Kelong Hardware Exhibition. Jinhua hopes to add an additional 2000 foreign trade companies this year.
