Jinhua is aiming to establish a national innovative city, and is injecting vitality for digital improvement. One of the priorities is the strategic implementation of technological talents, highlighting the leading and empowering role of digitalization. According to the spatial planning of the “One Corridor across Six Cities” project, Jinhua is focusing on the establishment of the Mid-Zhejiang Science and Technology University Corridor, which will result in a national-level high-tech zone, including a circle of innovation surrounding multiple centers: Zhejiang Normal University, the attempt to have the Mid-Zhejiang Lab recognized as provincial-level laboratory, the creation of a Mid-Zhejiang base for scientific and technological innovation, and setting up a demonstration zone for the transfer and transformation of G60 scientific and technological achievements in the Yangtze River Delta.
Jinhua is also aiming at the creation of a municipality with strong private economy and fostering a modern industrial system. Categorical support is being provided for the development of private economy and modern industrial system featuring advanced industrial foundations, agglomeration of industrial development, and modern industrial chains. The city has strengthened both the digital economy of the “No. 1 Industry” and the upgrading of traditional manufacturing industries, implemented plans fo “New Intelligent Manufacturing” and the industries of the future, and has strived for setting up the national-level “5G + Industrial Internet” pilot program. The annual average added value of the digital economy of the manufacturing industry should increase by more than 15%, expanding a group of major industrial chains. This will contribute to accelerating the development of the modern service industry and building a city based on a strong modern logistics network.The city has led the way towards a dual circulation development and in building up a new highland for domestic market opening. The establishment of the Jinyi Area of the Zhejiang Pilot Free Trade Zone brought about a new round of high-level reforms focusing on the formation of a batch of institutional innovations, and striving to build an international small commodity free trade center, a digital trade innovation center, an inland international logistics port, an innovative manufacturing demonstration site, and a major platform for cooperation along the BRI.
The construction of a city based on its advantages and high quality has achieved major reforming breakthrough. The digital reform is the driving force, and the overall use of digital technology, digital thinking, and digital awareness has accelerated the creation of a digitalized Jinhua. The establishment of a national integrated transportation hub has taken new steps throughout the urban area. With priority to the transportation network, the integrated development of metropolitan areas has accelerated, as well as the construction of a world-class conurbation in the Yangtze River Delta region. In the construction of a cultural city, a new style of beauty and faith is being carried forward. The cultural industry is being vigorously developed; with the lead of Hengdian’s filming industry, the goal is to build the world’s largest filming industry base, promote the innovation of the digital cultural industry, expand the new industries of webcasting, e-sports, and digital reading, and reach added value of cultural and related industries of over 48 bn RMB.
Jinhua is becoming a green city in the middle of Zhejiang, making progress in the realization of ecological civilization. The city has been promoting the development of a low-carbon green cycle, implementing the requirements of carbon peaking and neutralization, and advocating a low-carbon emission lifestyle. Jinhua is also committed to implementing a major strategy for healthcare and building up a strong public health system, a pension system, and a medical center in Central and Western Zhejiang.
